چكيده فارسي :
ﻫﺪف از ﭘﮋوﻫﺶ ﺣﺎﺿﺮ ﺑﺮﻧﺎﻣﻪ رﯾﺰي اﺳﺘﺮاﺗﮋﯾﮏ دوره ﻫﺎي ﻣﻬﺎرﺗﯽ وﯾﮋه داﻧﺸﺠﻮﯾﺎن و ﻓﺎرغ اﻟﺘﺤﺼﯿﻼن داﻧﺸﮕﺎﻫﯽ ﺑﺎ ﻣﻄﺎﻟﻌﻪ ﻣﻮردي در ﺣﻮزه آﻣﻮزش ﻫﺎي ﻓﻨﯽ و ﺣﺮﻓﻪاي در ﺷﻬﺮﺳﺘﺎن ﺳﻤﻨﺎن ﺑﺮ اﺳﺎس ﭼﻬﺎرﭼﻮب ﺟﺎﻣﻊ ﺗﺪوﯾﻦ اﺳﺘﺮاﺗﮋي ﺑﺎ اﺳﺘﻔﺎده از اﻟﮕﻮي ﺗﺠﺰﯾﻪ و ﺗﺤﻠﯿﻞ SWOT و ﺗﺼﻤﯿﻢ ﮔﯿﺮي ﺑﺮ اﺳﺎس ﻣﺪل QSPMﻣﯽﺑﺎﺷﺪ. ﭘﮋوﻫﺶ ﺣﺎﺿﺮ از ﻧﻈﺮ ﻫﺪف ﮐﺎرﺑﺮدي و از ﻧﻈﺮ روش ﺗﻮﺻﯿﻔﯽ-ﺗﺤﻠﯿﻠﯽ ﻣﯽﺑﺎﺷﺪ. در اﯾﻦ ﭘﮋوﻫﺶ اﻃﻼﻋﺎت از ﻃﺮﯾﻖ ﭘﺮﺳﺸﻨﺎﻣﻪ از 24 ﻧﻔﺮ ﺑﻪ ﻋﻨﻮان ﺧﺒﺮﮔﺎن ﺟﻤﻊ آوري ﮔﺮدﯾﺪ. ﭘﺲ از ﻧﺸﺴﺖ ﻫﺎ و ﺑﻬﺮه ﮔﯿﺮي از ﮐﻤﮏ و ﻧﻈﺮ ﺧﺒﺮﮔﺎن، ﭘﺎﺳﺦ ﻫﺎي ﻻزم ﺗﻬﯿﻪ و در ﮔﺰاره ﻫﺎي اﺳﺘﺮاﺗﮋﯾﮏ ﺳﺎزﻣﺎن ﮔﻨﺠﺎﻧﺪه ﺷﺪ .ﺑﺮ اﯾﻦ اﺳﺎس و ﺑﺎ ﺗﻮﺟﻪ ﺑﻪ ﻓﻠﺴﻔﻪ ﻣﺪﯾﺮﯾﺘﯽ و ارﮐﺎن اﺳﺘﺮاﺗﮋي ﺳﺎزﻣﺎن آﻣﻮزش ﻓﻨﯽ و ﺣﺮﻓﻪ اي ﮐﺸﻮر در ﮐﻠﯿﺎت ﻓﺮآﯾﻨﺪ ﺑﺮﻧﺎﻣﻪ رﯾﺰي اﺳﺘﺮاﺗﮋﯾﮏ ﺑﺎ اﺳﺘﻔﺎده از روش ﺗﺤﻠﯿﻞ ﻣﺎﺗﺮﯾﺲ SWOT ﺑﻪ ارزﯾﺎﺑﯽ ﻧﻘﺎط ﺿﻌﻒ و ﻗﻮت )درون ﺳﺎزﻣﺎﻧﯽ( و ﻓﺮﺻﺖ ﻫﺎ و ﺗﻬﺪﯾﺪ ﻫﺎ )ﺑﺮون ﺳﺎزﻣﺎﻧﯽ( ﭘﺮداﺧﺘﻪ ﺷﺪ ﺳﭙﺲ از ﻧﻈﺮ درﺟﻪ اﻫﻤﯿﺖ و اوﻟﻮﯾﺖ رﺗﺒﻪ ﺑﻨﺪي ﺻﻮرت ﮔﺮﻓﺖ و ﻧﻬﺎﯾﺘﺎ ً ﺑﺎ روش QSPM اﺳﺘﺮاﺗﮋي ﻫﺎي ﺑﺮﺗﺮ ﻣﻌﺮﻓﯽ ﮔﺮدﯾﺪ. ﻧﺘﺎﯾﺞ ﻧﺸﺎن داد ﺳﻪ راﻫﺒﺮد ﺳﺎزﻣﺎﻧﯽ ﺷﺎﻣﻞ، اﺳﺘﺮاﺗﮋي ﺑﺎزﻧﮕﺮي اﺳﺘﺎﻧﺪاردﻫﺎي آﻣﻮزش ﻣﻬﺎرﺗﯽ ﺑﻪ ﻣﻨﻈﻮر ﺑﻬﺒﻮد آﻣﻮزشﻫﺎي ﻣﻬﺎرﺗﯽ ﮐﺎرﺑﺮدي و اﺳﺘﺮاﺗﮋي ﻣﺸﺎرﮐﺖ ﺑﺎ داﻧﺸﮕﺎهﻫﺎ و ﻧﻬﺎدﻫﺎي آﻣﻮزﺷﯽ در اﺟﺮاي دورهﻫﺎي ﻣﻬﺎرﺗﯽ ﺑﻪ ﻣﻨﻈﻮر رﺿﺎﯾﺖ ﺗﺄﻣﯿﻦ ﮐﻨﻨﺪﮔﺎن آﻣﻮزش ﺣﺮﻓﻪ اي و اﻓﺰاﯾﺶ ﺳﻄﺢ ﻣﻬﺎرت در ﺟﺎﻣﻌﻪ و ﺗﻐﯿﯿﺮ ﺟﻬﺖ داﻧﺸﮕﺎه ﻫﺎ ﺑﻪ ﺳﻤﺖ آﻣﻮزش ﻫﺎي ﻣﻬﺎرت ﻣﺤﻮر ﺑﺎ ﻫﺪف ﺗﻮﻟﯿﺪ ﻋﻠﻢ و ﻓﻨﺎوري از ﻃﺮﯾﻖ اﻧﺠﺎم ﭘﮋوﻫﺶ ﻫﺎي ﺑﻨﯿﺎدي، ﮐﺎرﺑﺮدي و ﺗﻮﺳﻌﻪ اي داراي اﻫﻤﯿﺖ ﻣﯽ ﺑﺎﺷﺪ.
چكيده لاتين :
The purpose of this study is strategic planning of skill courses for students and university graduates with a case study in the field of technical and vocational education in Semnan city based on a comprehensive strategy formulation framework using SWOT analysis model and decision making based on QSPM model. It is. The present study is applied in terms of purpose and descriptive-analytical in terms of method. In this study, information was collected through a questionnaire from 24 people as experts. After the meetings and benefiting from the help and opinion of experts, the necessary answers were prepared and included in the strategic statements of the organization. Strategic using SWOT matrix analysis method, strengths and weaknesses (within the organization) and opportunities and threats (outside the organization) were evaluated, then ranked in terms of importance and priority, and finally with the QSPM method, the best strategies were introduced. Turned. The results showed that three organizational strategies, including the strategy of reviewing skills training standards to improve applied skills training and the strategy of partnering with universities and educational institutions in implementing skills courses to satisfy vocational training providers and increase the level of skills in Society and the shift of universities towards skill-based education with the aim of producing science and technology through basic, applied and developmental research is important.
