مناسب سازي معابر شهري با نياز جامعه معلولين (مطالعه موردي: شهر تهران)

معلولان مانند ساير افراد حق دارند كه به راحتي در فضاهاي شهري به ويژه معابر و پياده رو ها تردد كنند و در اين رابطه با مشكل و مانعي مواجه نباشند. رعايت نكردن قوانين مناسب­سازي و رفع موانع معماري در سطح شهر مشكلات عديده­اي براي افراد معلول، جانباز، افراد كم توان، سالمندان و ... ايجادكرده است. هدف پژوهش حاضر ايجاد معابر شهري منطبق با نيازهاي معلولين مي­باشد. جامعه آماري پژوهش مسئولين ذيربط در شهرداري و سازمان بهزيستي مناطق 2 و 10 شهر تهران و همچنين معلولين ساكن و در حال تردد در سطح مناطق مذكور مي‌باشد كه از روش‌هاي نمونه‌هاي در دسترس يا نمونه‌هاي اتفاقي استفاده شده است براي محاسبه حجم نمونه‌ي معلولين و جانبازان از روش كوكران استفاده شده است. و به طور تصادفي 384 نفر از معلولين و 164 نفر از مسئولين مورد ارزيابي قرار گرفتند. به منظور گردآوري داده‌هاي پژوهش، از پرسشنامه محقق ساخته استفاده شد و تجزيه و تحليل داده‌ها، با نرم­افزار spss انجام شد. يافته‌هاي پژوهش نشان داد كه در منطقه 2 و 10 تهران مناسب سازي مطابق با استاندارد صورت جزئي صورت گرفته است و در صورت اجراي ضوابط متناسب با نياز جامعه معلولين تردد ساير افراد جامعه نيز بهبود مي يابد. در شرايط كنوني كم بودن سهم جامعه معلول از كل جامعه در سرشماري­ها؛ نبود كفايت منابع مالي شهرداري­ها و نبود درك ضرورت اجراي ضوابط و مقررات متناسب با نياز جامعه معلولين از سوي مسئولين ذيربط از اهم دلايل عدم انطباق معابر متناسب با نياز معلولين مي­ باشد.

The findings showed that in Region 2and 10of Tehran has been partially consistent with the standards. an‎d if the implementation rules and regulations tailored to the needs of the disabled community, the movement of other people will improve. In the current situation for lower share of the disabled population of the total population in the census; Lack of sufficient financial resources of municipalities, an‎d a lack of understanding of the necessity of implementing rules and regulations tailored to the needs of the disabled community by the relevant authorities is the most important reasons the lack of compliance passages tailored to the needs of persons with disabilities.
