راهبردهاي پيشگيري از بحران هاي ناشي از وضعيت صندوق هاي بازنشستگي (مطالعه موردي سازمان تامين اجتماعي)

Strategies for preventing crises caused by the status of pension funds (Case study of the Social Security Organization)

صندوق‌هاي بازنشستگي نهادهاي مالي با پوشش بلندمدت و بين نسلي هستند كه زمينه پرداخت مستمري بازنشستگي بيمه پردازان را فراهم تا از اين طريق ضمن تأمين رفاه براي افراد ، ناامني اقتصادي و اجتماعي و عدم اطمينان از درآمد بازنشستگان را كاهش دهند. مقوله بازنشستگي در دنياي امروز وارد مرحله‌اي شده كه حاكميت‌ها به دنبال مقابله با آثار و پيامدهاي احتمالي آن در ناامني‌هاي اجتماعي، اقتصادي و... هستند.با توجه به عوامل متعدد محيطي موثر بر صندوق ها، مسائل مرتبط با آن ها در صورت عدم مديريت صحيح،پيامدهاي سياسي،‌اقتصادي،فرهنگي و امنيتي ناشي از آن مي‌تواند شرايط بحراني ايجاد كند. اين پژوهش ازلحاظ روش تحقيق بر رويكرد آميخته متكي بوده و هدف اصلي آن ارائه راهبردها و راهكارهاي پيشگيري از بحران‌هاي ناشي از وضعيت صندوق‌هاي بازنشستگي است.لذا ضمن انتخاب جامعه آماري و تمام شماري آن ،146 پرسشنامه جمع‌آوري‌شده و در ادامه نيز از 23 نفر مصاحبه نيمه ساختاريافته به عمل آمد.با استفاده از منابع مختلف علمي و نيز تحليل محتوي مصاحبه‌ها و بهره بردن از خروجي پرسشنامه‌ها،عوامل محيطي مؤثر بر صندوق‌ها شناسايي و با مدل swot ، پنج راهبرد و بيست راهكار براي پيشگيري از بحران‌هاي ناشي از وضعيت صندوق‌هاي بازنشستگي ارائه ‌شده است.

Pension funds are financial institutions with long-term and intergenerational coverage that provide the basis for insurers' pension payment. In this way, while providing welfare for individuals, reduce economic and social insecurity and uncertainty about the income of retirees. The issue of retirement in today's world has entered a stage where governments are looking to deal with its effects and possible consequences in social, economic and ... insecurity. Due to various environmental factors, issues related to the community can create critical conditions if not properly managed, its political, economic, cultural and security consequences. This research is based on a mixed approach in terms of research method and its main purpose is to present strategies and solutions to prevent crises caused by the status of pension funds. Therefore, while selecting the statistical population and its total number, 146 questionnaires were collected and then 23 people were interviewed semi-structured. Using various scientific sources as well as content analysis of interviews and using the output of questionnaires, environmental factors affecting the funds were identified.With the swot model, five strategies and twenty solutions are presented to prevent crises caused by the status of pension funds.
