ارائۀ خدمات فرهنگي و اجتماعي به بازنشستگان سازمان تأمين اجتماعي؛ مسائل و چالش‌هاي موجود

Providing cultural and social services to retirees of the Social Security Organization; Current problems and challenges

هدف دولت هاي رفاهي وظيفه دارند علاوه بر تامين معيشت و نيازهاي اساسي، به جنبه هاي فرهنگي و اجتماعي زندگي سالمندان و بازنشستگان نيز توجه كنند. سازمان تامين اجتماعي به عنوان يكي از سازمان هاي رفاهي كه بيش از سه ونيم ميليون بازنشسته را پوشش مي دهد، وظيفه ارايه خدمات فرهنگي و اجتماعي به بازنشستگان را بر عهده دارد. در مطالعه حاضر تلاش شد در بخش اول، نيازسنجي اجتماعي و فرهنگي از بازنشستگان صورت گيرد و مهم ترين اولويت هاي فرهنگي و اجتماعي بازنشستگان شناسايي گردد. در مرحله دوم، فرايند و ساختار ارايه خدمات فرهنگي و اجتماعي به بازنشستگان توسط سازمان تامين اجتماعي آسيب شناسي شود. روش روش پژوهش از نوع كمي و كيفي است كه در بخش كمي با 429 نفر از بازنشستگان مصاحبه تلفني انجام و پرسشنامه تكميل گرديد. در بخش كيفي نيز با 19 نفر از مديران سازمان و روساي كانون هاي بازنشستگي مصاحبه عميق و نيمه ساخت يافته صورت گرفت. يافته ها و نتيجه يافته هاي پژوهش نشان داد گردشگري، سفر و جنبه هاي مختلف سلامت بازنشستگان بايد در اولويت سازمان باشد. همچنين، عدم تناسب خدمات فرهنگي و اجتماعي با مطالبات بازنشستگان، تخصصي بودن طرح نسيم سلامت (المپياد ورزشي)، عدم سياست گذاري بر اساس زمينه هاي فرهنگي منطقه، توزيع ناعادلانه خدمات از سوي كانون بازنشستگي و احساس بي اعتمادي، عدم نهادينگي كانون هاي بازنشستگي، اطلاع رساني ناصحيح و كاهش سرمايه اجتماعي، رهاشدگي كانون بازنشستگي و نيز ضعف و درحاشيه بودن بخش فرهنگي سازمان تامين اجتماعي به عنوان مهم ترين مسايل و چالش هاي سازمان تامين اجتماعي در ارايه خدمات فرهنگي و اجتماعي به بازنشستگان شناسايي شد.

Objective: Welfare states have a duty to consider the cultural and social aspects of the lives of the elderly and retirees. Social Security Organization has the same duty as one of the welfare organizations that covers more than three and a half million retirees. In the first part of present study, an attempt was made to assess the socio-cultural needs of retirees and to identify their most important priorities in this context. The second part of the study, addresses the pathology of providing socio-cultural services to retirees. Methodology: The research method is quantitative and qualitative. In the quantitative part, 429 retirees were interviewed by telephone and a questionnaire was completed. In the qualitative section, interviews were conducted with 19 managers of the organization and Heads of the Retirement Focal Offices. Findings and results showed that tourism and various aspects of retirees' health status should be considered as the top priorities by the Organization. Also, incompatibility of the socio-cultural services with the demands of retirees; specialization of Nasim-e-Salamat project; lack of policy-making based on the cultural context of the region; unfair distribution of services by the Retirement Focal Offices and the feeling of distrust; reduction of social capital; abandonment of Retirement Focal Offices; as well as weakness and marginalization of the cultural sector of the Organization were all identified as the most important problems of the Social Security Organization in providing and socio- cultural services to retirees.
