چكيده فارسي :
هدف از مطالعه حاضر تحليل وضعيت تحققپذيري برنامه‌ريزي كاربري اراضي طرح جامع شهر ملاير است. طرح‌هاي توسعه شهري اگر به نحوي كه مصوب شده تحقق يابند، منافع عمومي تأمين و بسياري از مشكلات شهري برطرف مي شود. در اين راستا، براي اولين بار تحققپذيري طرح جامع شهر ملاير به عنوان يك شهر ميان اندام با جمعيتي حدود 170 هزار نفر، مورد بررسي قرار گرفت. روش تحقيق به لحاظ هدف از نوع كاربردي و از لحاظ ماهيت از نوع توصيفي-تحليلي بود. اطلاعات لازم از طرح‌هاي توسعه‌اي شهر استخراج گرديد. نتايج نشان داد كه طرح جامع شهر ملاير به مانند همه طرح‌هاي جامعي كه در ايران با روش سنتي تهيه مي‌شوند، با ضعف‌ها و تهديدهاي عام اين الگو از جمله آمرانه بودن، جدايي روند تهيه طرح از مرحله اجرا، قطعيت در مكان‌يابي كاربري‌ها و ... مواجه بوده و از تحقق پذيري اندكي برخوردار بوده است. بررسي اختصاصي طرح جامع ملاير نشان داد كه به‌طور‌كلي، تحققپذيري كاربري‌هاي پيشنهادي اندك بوده است. در اين بين، كاربري‌هاي تأسيسات و تجهيزات شهري، بهداشتي- بهزيستي، ورزشي، خدمات پذيرايي و جهانگردي كمتر از حد متوسط و كاربري‌هاي آموزشي، اداري- انتظامي، فضاي سبز و پارك جنگلي، صنعتي، مذهبي و حمل و نقل، بيش از حد متوسط و نياز، احداث شده و تنها كاربري‌هاي مسكوني، درماني، تجاري و فرهنگي تحققپذيري متناسب با پيشنهادات طرح جامع داشته‌اند. افزايش بي‌رويه سطح و سرانه كاربري صنعتي و معابر، خسارات بيشتري را متوجه شهر ملاير نموده‌است. نوآوري پژوهش تحليل اختصاصي تحقق پذيري طرح جامع شهر ملاير مي‌باشد.
چكيده لاتين :
The purpose of this study is to analyze the feasibility of land use planning in the Master plan of Malayer city. If the urban development plans are implemented as approved, the public interest will be provided and many urban problems will be solved..In this regard, for the first time the Master plan realization of Malayer as a middle-sized city with a population of about 170,000 people was examined. The research methodology in terms of purpose is applied and of nature is descriptive-analytical.Needed information was extracted from the city's development plans. The resultsshowed that like all comprehensive plans that are prepared in Iran by traditional methods, the comprehensive plan of Malayer city, is accompanied with weaknesses and threats of this model such as authoritarianism, separation of the plan preparation process from the implementation stage, certainty in locating uses, ….., and has had little feasibility. Dedicated review of Malayer Comprehensive Plan showed that, in general, The feasibility of the proposed uses has been low. In the meantime, the uses of urban facilities and equipment, health-welfare, sports, hospitality and tourism services have been below the average. Educational, administrative and disciplinary uses, green space and forest parks, industrial, religious and transportation facilities have been constructed more than moderate and need and only residential, medical, commercial and cultural uses have been realized in accordance with the master plan proposals. In the meantime, the irregular increase in the level and per capita industrial and roads uses have caused more damage to the city of Malayer. The novelty of the research is the specific analysis of the feasibility of the comprehensive plan of Malayer city.
