Prioritize the dimensions and components of car theft criminalization

زمينه و هدف: سرقت خودرو يكي از مهم‌ترين جرايم عليه اموال و مالكيت افراد است كه در غالب موارد، وقوع آن علاوه بر ايجاد مشكلات عديده مالي و معيشتي براي مالباختگان مي‌تواند به‌عنوان ابزار ارتكاب جرايمي ديگر مانند سرقت‌هاي مسلحانه، آدم‌ربايي، حمل و نقل مواد مخدر، قاچاق كالا و ... مورد استفاده بزهكاران قرار گيرد. در همين راستا هدف اين پژوهش اولويت‌بندي ابعاد و مؤلفه‌هاي جرم‌يابي سرقت خودرو است. روش: اين پژوهش كمي از لحاظ نوع توصيفي- پيمايشي و به لحاظ هدف، كاربردي است. جامعه‌آماري مطابق فرمول كوكران به تعداد 152 نفر از كارآگاهان، كارشناسان و افسران تحقيق اداره مبارزه با سرقت خودرو پليس آگاهي سراسر كشور است كه با استفاده از پرسشنامه محقق ساخته اطلاعات آماري جمع‌آوري شده و پرسشنامه فوق داراي روايي و پايايي بوده است. به منظور تجزيه و تحليل داده‌هاي آماري پژوهش از نرم‌افزار (SPSS) و از آماره‌هاي ناپارامتري فريدمن براي آزمون فرضيات استفاده شده است. يافته‌ها: يافته‌هاي حاصل از رتبه‌بندي نشان داده كه مؤلفه‌هاي بعد اطلاعاتي جرم‌يابي سرقت خودرو حاصل از آزمون ناپارامتري فريدمن به ترتيب اقدامات فني و مخابراتي با ميانگين (3/94)، ابزارهاي تكنولوژيكي روز با ميانگين (3/68)، مصاحبه و بازجويي با ميانگين (3/65)، بانك‌هاي اطلاعاتي با ميانگين (3/62)، كنترل مجرمين با ميانگين (3/57) و تعقيب و مراقبت با ميانگين (3/55) هستند. نتايج: همچنين نتايج تحقيق نشان مي‌دهد؛ ابعاد و مؤلفه‌هاي اطلاعاتي، عملياتي، علمي و فني در جرم‌يابي سرقت خودرو تأثير بسزايي داشته است؛ لذا براي ارتقاي (كمي و كيفي) ميزان جرم‌يابي سرقت خودرو پليس در يك رويكرد جامع‌نگر و هوشمندانه از همه ابعاد و مؤلفه‌هاي اطلاعاتي، علمي و فني (آزمايشگاهي) عملياتي، جرم‌يابي سرقت خودرو بايد بيشترين بهره را ببرد.

Field and Aims: Car theft is one of the most important crimes against property and ownership of individuals, which in most cases, in addition to creating many financial and livelihood problems for the victims can be used as a tool to commit other crimes such as armed robbery, kidnapping, transportation and Drug trafficking, smuggling of goods, etc. should be used by criminals. In this regard, the purpose of this study is to prioritize the dimensions and components of car theft criminalization. Method: This research is quantitative in terms of descriptive-survey type and applied in terms of purpose. The statistical population according to Cochran's formula consists of 152 detectives, experts and research officers of the Anti-Theft Office of the National Intelligence Police, which was collected using a researcher-made questionnaire and the above questionnaire was valid and reliable. In order to analyze the statistical data of the research, software (SPSS) and non-parametric Friedman statistics were used to test the hypotheses. Findings: The findings of the ranking showed that the components of the information dimension of car theft criminalization obtained from the non-parametric Friedman test were technical and telecommunication measures with average (3.94), modern technological tools with average (3.68), interview and interrogation, respectively. With an average (3.65), databases with an average (3.62), criminal control with an average (3.57) and pursuit and surveillance with an average (3.55). Conclusion: The results of the research also show; Information, operational, scientific and technical dimensions and components have had a significant impact on the criminalization of car theft; Therefore, in order to improve (quantitatively and qualitatively) the rate of criminalization of police car theft in a comprehensive and intelligent approach of all dimensions and components of information, scientific and technical (laboratory) operations, criminalization of car theft should benefit the most.
