شهرها داراي پيچيدگي و شرايط خاصي بوده كه لزوم توجه به معيارهاي گوناگون از جمله رعايت حقوق شهروندي ، توجه به معلولين، رعايت تناسبات انساني و... و بالاخص ملاحضات پدافندي را ايجاب مي نمايد كه هركدام از آن ها اقدامات و راهبردهاي خاص طراحي را مي طلبد. در اين چارچوب نوشتار حاضر به آسيب شناسي بافت مركزي شهر زنجان از منظر اصول پدافند غيرعامل با رويكرد انتظامي (با تاكيد ويژه بر محورهاي آييني شهر زنجان) پرداخته است. چراكه در چندين سال گذشته مديريت انتظامي اجتماعات آييني شهر زنجان را بر عهده داشته است. روش تحقيق در بخش مباني نظري توصيفي و تحليلي بوده و در بررسي نمونه مورد مطالعه و يافته هاي تحقيق پيمايشي و تحليلي است. در اين چارچوب داده هاي نظري از طريق مطالعات اسنادي شامل مطالعات كتابخانه اي و مراجعه به اسناد و مدارك موجود صورت گرفته است. داده هاي عيني پژوهش نيز از طريق مشاهدات ميداني، برداشت مستقيم اطلاعات محيطي(توام با استفاده از ابزاري نظير نقشه ، عكس‌برداري و...) فراهم شده است كه در تاييد، تثبيت و تدقيق مطالعات اسنادي و نيز استخراج يافته ها و محصول موردنظر انجام شده است. نتايج اين پژهش نشان مي دهد كه بافت مركزي در بازه آسيب پذيري زياد قرار دارد و گوياي اين است كه بخش زيادي از بافت در محدوده مركزي شهر زنجان به نوعي نيازمند پدافند غيرعامل است.
