چكيده فارسي :
با افزايش روزافزون جمعيت شهرنشين و تمركز امكانات و زيرساخت‌ها در شهرها در صورت وقوع بحران، آسيب‌پذيري شهر گسترده بوده و نظم و امنيت شهر مورد تهديد جدي قرار خواهد گرفت. با توجه به اين‌كه طرح جامع به‌عنوان هسته‌ي اصلي برنامه‌ريزي شهري به شمار مي‌رود به سبب گستره تأثيراتي كه دارد مي‌تواند با اتخاذ رويكردهايي خاص ازجمله تاب‌آوري، ابزاري در جهت مقابله با بحران باشد، تلقي گردد. شهر قزوين با توجه به قرارگيري در موقعيت خاص جغرافيايي و زمين‌شناسي و همچنين بافت تاريخي و ارزشمند از اهميت بالايي در بحث مديريت بحران برخوردار است. تمركز اصلي اين پژوهش كاهش پيامدهاي امنيتي- انتظامي شهر قزوين در برابر بحران با رويكرد تاب‌آوري، از طريق بررسي طرح جامع مي‌باشد. در اين پژوهش تلاش شده است تا با استفاده از نظرات كارشناسان نيروي انتظامي و اساتيد مديريت و برنامه‌ريزي شهري از طريق مصاحبه و مشاهدات ميداني پژوهشگر، با راه‌كارهايي جهت ارتقاي نظم و امنيت شهروندان ارائه شود. افزايش نظم و امنيت در طرح جامع امكان‌پذير خواهد بود گرچه تحقق اين امر نيازمند بازنگري اساسي در سياست‌گذاري‌هاي مجريان امر مرتبط با مديريت سوانح، اصلاح قوانين و مقررات موجود، نقش اساسي آموزش فرماندهان نيروي انتظامي و مديران شهري با الزامات مديريت بحران و تاب‌آوري در مقابله با فاجعه، تشكيل يك ساختار سازماني تخصصي در طرح جامع در زمينه تاب‌آوري - مديريت بحران در راستاي كاهش پيامدهاي امنيتي- انتظامي ناشي از بحران خواهد بود.
چكيده لاتين :
With the ever-growing trend of civilized population and the concentration of facilities and infrastructures in cities, in case of crisis, cities' vulnerability would be massive and the order and security of cities would be severely threatened. Due to the fact that the general plan is accounted as the main core for city planning, because of its wide range of impacts by implementing specific approaches including durability, it can be means to deal with crisis. Because of its special geographic and geological location as well as its valuable historical texture, Qazvin is of high importance in terms of managing crisis. The main focus of this research is reducing police-security repercussions in Qazvin by studying the general plan in case of crisis with durability approach. It has been tried to offer approaches to develop the order and security of citizens by implementing the ideas of police experts and professors of managing and city planning through interview and practical studies of the researcher. The increase of order and security is viable in the general plan although in order for it to happen there is a need for essential revision in policies of executives related to managing the incidents, reforming the current laws and institutions, major role of educating police commanders and city managers with commitment to managing crisis and durability against disaster, formation of a specific organization in general plan related to durability- managing crisis would be in line with reducing the repercussions of police-security.
