چكيده فارسي :
امنيت و انتظام شرط بنيادي حيات انساني است، به طوري كه حفظ تماميت ارضي، جان و مال، بقاء و ادامه نظام اجتماعي و حاكميت كشورها به بود و نبود امنيت و انتظام در ابعاد مختلف آن وابسته است. عواملي هم چون؛ شكل نظام بين الملل، تعداد بازيگران، تنوع آنها، دگرگوني هاي شگرف فناورانه، گسترش ارتباطات و تبادل سريع اطلاعات در شرايط و مقتضيات گوناگون و همچنين موقعيت كشور در كيفيت و كميت آن تأثيرگذار است.
تحقيق حاضر جايگاه نظم و امنيت را در مكتب سردار سليماني بر مد نظر قرار دادن بيانه گام دوم انقلاب بررسي مي كند. با توجه به اينكه بيانيه گام دوم انقلاب اسلامي متني است كه در سال1397 هم زمان با چهلمين سالگرد پيروزي انقلاب اسلامي توسط مقام معظم رهبري منتشر شد. نيروي انتظامي جمهوري اسلامي ايران كه بر اساس قانون اساسي، انتظام و امنيت مردم در تمام ابعاد آن را بر عهده دارد در كنار ساير نيروهاي مسلح و دستگاه‌هاي امنيت ساز توانسته با انجام دقيق وظايف خود موجب تحقق اصول مورد اشاره رهبر معظم انقلاب در بيانيه گام دوم انقلاب شود. بيانيه گام دوم انقلاب نگاه علمي و مدون اين سند به پديده‌هاي امنيتي، اجتماعي، سياسي و فرهنگي است و مي توان گفت كه امنيت پايه تئوري بيانيه گام دوم انقلاب است زيرا با بي‌ثباتي سياسي نمي‌توان به گسترش و تمدن‌سازي پرداخت.
با توجه به هدف گذاري راهبردي ناجا بر مبناي استقرار انتظام و امنيت و تأمين آسايش عمومي و فردي و پاسداري از دستاوردهاي انقلاب اسلامي و با عنايت به جايگاه انتظام و امنيت در مكتب شهيد سليماني، پليس در تراز انقلاب اسلامي همگام با مكتب شهداء بويژه مكتب والاي سردار رشيد اسلام حركت كرده و برنامه هاي خود را همسو با آن مكتب عظيم طرح ريزي مي نمايد.

Security and order is the basic condition of human life, so that the preservation of territorial integrity, life and property, survival and continuation of the social system and sovereignty of countries depends on the existence and lack of security and order in its various dimensions. Factors such as; The shape of the international system, the number of actors, their diversity, dramatic technological changes, the expansion of communication and rapid exchange of information in various conditions and requirements, as well as the country's position in its quality and quantity are influential.
The present study examines the place of order and security in Sardar Soleimani's school on considering the statement of the second step of the revolution. Considering that the statement of the second step of the Islamic Revolution is a text that was published in 1397 at the same time with the 40th anniversary of the victory of the Islamic Revolution by the Supreme Leader. The law enforcement force of the Islamic Republic of Iran, which according to the constitution is responsible for the order and security of the people in all its dimensions, along with other armed forces and security agencies, has been able to fulfill its principles mentioned in the second step statement. Be a revolution.
