بررسي توسعه‌يافتگي اقتصادي مناطق مرزي با رويكرد امنيتي (مطالعه موردي استان سيستان و بلوچستان)

توسعه‌يافتگي اقتصادي و امنيت دو مؤلفه بسيار مهم در راستاي ارتقاء سطح كيفي و رفاه مطلوب جوامع انساني است . امنيت مرزها و مناطق مرزي به علت واقع‌شدن در حاشيه كشورها از اهميت بسزايي برخوردار مي‌باشند و به‌نوعي امنيت كشور و امنيت ملي از امنيت مرزها نشات مي‌گيرد. يكي از عوامل مؤثري كه رابطه مستقيم با امنيت مرزي دارد ميزان توسعه اقتصادي مناطق مرزي مي‌باشد. هدف پژوهش حاضر بررسي توسعه‌يافتگي اقتصادي مناطق مرزي با رويكرد امنيتي در استان سيستان و بلوچستان است. پژوهش حاضر، به روش توصيفي تحليلي انجام شد و از جنبه ماهيت و هدف از نوع تحقيقات كاربردي است. در تحقيق حاضر، از روش كتابخانه‌اي در گردآوري اطلاعات استفاده‌شده است .نتايج پژوهش نشان مي‌دهد عدم توسعه اقتصادي و تبعيض در توزيع نابرابر فرصت‌ها ،سرمايه‌ها بين اين استان و مناطق مركزي نقش بسيار پررنگي دارد و اين امر امنيت اين منطقه را به چالش كشيده است .هرچند تلاش‌هايي در راستاي توسعه اقتصادي واين استان صورت گرفته است ، وليكن كافي نبوده و بيشتر در پي نيازهاي ضروري آن صورت گرفته است . استفاده بهينه از ظرفيت مرزي بودن اين استان در ايجاد روابط مناسب اقتصادي با كشورهاي پاكستان و افغانستان و استفاده از اين منطقه به‌صورت پل ارتباطي با ساير نقاط ايران و گسترش فرهنگ توسعه اقتصادي در سطح استان س وب پرهيز از نگرش امنيتي نسبت به آن ، افزايش مشاركت مردم سيستان و بلوچستان در تعيين سرنوشت خود و هويت بخشي به مردم اين استان ، مي‌تواند از راه‌كارهاي توسعه اقتصادي در اين استان نام برد .

Economic development and security are two very important components in order to improve the quality level and the desired well-being of human societies. Border security and border areas are very important due to their location , national security and national security originate from border security. The purpose of this study is to investigate the economic development of border areas with a security approach in Sistan and Baluchestan province. The present study was conducted by descriptive-analytical method and in terms of nature and purpose is applied research. In the present study, the library method has been used to collect information. The results show that lack of economic development and discrimination in the unequal distribution of opportunities, capital between this province and the central regions play a significant role and this challenges the security of this region. Although efforts have been made for the economic development and promotion of this province, but it has not been enough and more has been done to meet its essential needs. Therefore, the optimal use of the province's border capacity in establishing appropriate economic relations with Pakistan and Afghanistan and using this region as a bridge to other parts of Iran, eliminating deprivation and spreading the culture of economic development in Sistan and Baluchestan province, avoiding security attitudes towards Increasing the participation of the people of Sistan and Baluchestan in determining their own destiny and identifying the people of this province
