در طول تاريخ حيات بشر،امنيت و آرامش از نيازهاي اصلي زندگي انساني بوده است تاجايي كه بعضي آن را بعد از ارضاي خواسته‌هاي اوليه انسان، مهم‌ترين نياز نوع بشر دانسته‌اند. امنيتاز اركان اصلي هر كشوراست و وجود امنيت محور اصلي تمام فعاليت‌ه ادر جامعه به شمار مي‌رود و نيروي انتظامي مهم‌ترين نقش را در تأمين امنيت برعهده داشته و درخط مقدم برقراري نظم وامنيت قرار دارد. نيروي انتظامي يك ‌نهاد اجتماعي است و ايجاد نظم وامنيتاز مهم‌ترين وظايف قانوني اين نيرواست، نقش آن درتأمين وحفظ امنيت واحساس امنيت، محوري و اثرگذارترازسايرنهادها و سازمان‌ها است. امنيت نقش مهمي درتوسعه اقتصادي، فرهنگي، اجتماعي و سياسي جامعه دارد و به‌عنوان زيربناي توسعه پايداردرتمام دنيا شناخته‌شده است. تحكيم نظم واجراي قانون و تأمين امنيت از مهم‌ترين عوامل ثبات و سلامت نظام اجتماعي وسياسي هرجامعه ونظام حكومتياست. درجمهوري اسلامي ايران بخشعمده اين مهم برعهده نيروي انتظامي است. نيروي انتظامي مظهر و نماد اقتدار، نظم و آرامش وحاكميت قانون در جامعه است. همراهي مردم با نيروي انتظامي نقش مهمي در تأمين امنيت و پايدار بودن امنيت درجامعه دارد. در اين مقاله ضمن تعريف مفهوم امنيت و نقش فرماندهي نيروي انتظامي استان كردستان در مديريت نظم و امنيت اجتماعي به بررسي اهميت نيروي انتظامي در امنيت اجتماعي از منظر مقام معظم رهبري (مدظله‌العالي)، ويژگي‌هاي امنيت اجتماعي و فرآيند ارتقاي امنيت اجتماعي پرداخته‌شده است.

The law enforcement force is a social institution and the creation of order and security is one of the most important legal functions of this force. The role of ensuring the maintenance of security and the sense of security is central and more effective than other institutions and organizations. Security plays an important role in the economic, cultural, social, political and political development of the society and is known as the foundation of sustainable development in the whole world. Strengthening the rule of law and ensuring security are the most important factors for the stability and health of the social, political and social system of any society and government system. In the Islamic Republic of Iran, part of the intentions of the security forces are in the military. The law enforcement force is the apparent, orderly, and orderly rule of law in the community. Along with the people, the security forces are responsible for ensuring the stability and security of the community. In this article, while defining the concept of security and the commanding role of the police force in Kurdistan province in the management of social security order, the importance of the social security force from the point of view of the Supreme Leader, the characteristics of social security and the process of promoting social security are discussed.
