The Role of Trans-regional Powers in Rise and Continuity of the Syrian Crisis

تحولات اعتراضي در سوريه با سركوب دولتي و مداخله قدرت ­هاي منطقه­ اي، از حالت اعتراضات مدني به يك جنگ داخلي فراگير و يك بحران منطقه ­اي تبديل شد كه تاثيرات تعيين كننده­اي بر پويايي ­هاي امنيتي در خاورميانه داشته و دارد. علاوه بر اهميت مولفه­ هاي داخلي و منطقه ­اي تاثيرگذار در شكل ­گيري و تداوم اين بحران، آنچه اهميت اساسي در بررسي بحران سوريه، ابعاد، پيامدها و آينده آن دارد، نقش قدرت ­هاي فرا منطقه ­اي در اين بحران است. حضور قدرت ­هاي فرامنطقه­ اي در بحران سوريه، پويايي تازهاي به معادلات قدرت در سوريه اضافه كرد كه بر پيچيدگي ابعاد آن افزود. در پژوهش پيش­رو تلاش شده است بحران سوريه از منظر نقش قدرت­ هاي فرامنطقه ­اي، مورد بررسي و تجزيه و تحليل قرار بگيرد؛ بنابراين، پرسش اصلي اين است كه مهم­ترين قدرت ­هاي بين­ المللي درگير در بحران سوريه كدام هستند و آنها چه نقشي در مديريت و يا تشديد بحران داشته ­اند؟ در پاسخ به اين پرسش، اين پژوهش آمريكا و روسيه را به عنوان مهم­ترين قدرت­ هاي فرامنطقه ­اي تاثيرگذار در بحران سوريه در نظر گرفته و به بررسي نقش، منافع، اهداف و اقدامات اين كشورها در اين بحران و مديريت تحولات سياسي آن پرداخته است.

Protests in Syria accompanied by government oppression and regional powers’ interference transformed the civil unrest into a widespread regional crisis which has had detrimental effects on security dynamism in Middle East. Beside the importance of the effective domestic and regional elements in the rise and continuity of the crisis, the role played by the trans-regional powers is of utmost importance in assessing the Syrian crisis, and its dimensions, consequences and future. Presence of the trans-regional powers in the Syrian crisis added new dynamism to the power equations in Syria leading to its further complexity. The current research aims to assess the Syrian crisis from the perspective of the role played by the trans-regional. Hence, the question raised here is: what are the important international powers involved in the Syrian crisis and what roles they play in management or/and escalation of the crisis? In order to respond to the question, this study considers the United States and Russia as major trans-regional powers involved in the Syrian crisis and analyzes the roles, interests and actions of these states and their management of political developments in the crisis.
