The Impact of Environmental Diplomacy on Policy Making in Iran

ديپلماسي زيست­ محيطي از اشكال ديپلماسي نوين و تخصصي با الهام از مفهوم ديپلماسي چندجانبه مي­ باشد كه به عرصه رقابت ديپلمات­ هاي متخصص تبديل شده است. همچنين نمود خود را در مذاكرات، تكوين كنوانسيون­ ها و رژيم­ هاي حقوقي بين ­المللي و در عرصه سياست­گذاري نشان مي دهد؛ بنابراين وضعيت زيست محيطي كشورها و تغييرات آن يكي از مسايل مهم عصر جديد است. اوايل دهه، 1350 آغاز تمايل جدي ايران براي ايجاد محيط زيستي سالم بود. لذا برخي اصول در قانون اساسي لحاظ گرديد كه سبب تركيب برنامه ­هاي زيست­ محيطي با برنامه ­هاي جاري توسعه شد. دولت يازدهم نيز در عرصه بين ­المللي و ديپلماسي محيط زيست دستاوردهاي چشمگيري داشت. حال سوال اين است كه تاثير ديپلماسي زيست محيطي بر سياست ­هاي داخلي و بين­ المللي در نظام جمهوري اسلامي ايران چگونه است؟ يافته­ هاي پژوهش نشان مي­ دهد كه ديپلماسي زيست محيطي به واسطه وجود بازيگران متعدد در عرصه نظام بين­ الملل و گره خوردن آن با موضوعات سياسي، اقتصادي و امنيتي اهميت بيشتري يافته است. ديپلماسي به عنوان يك ابزار كاربردي و تسهيل­ گر در روابط بين­ الملل مطرح مي شود كه هدف غايي آن صلح است. چالش­ ها و بحران­ هاي وسيعي سپهر اقليم ايران را فراگرفته است؛ اما برخي پيشران ­ها مي ­تواند آينده زيست محيطي كشورمان را در صحنه ملي و بين­ المللي بهبود بخشد. ديپلماسي زيست محيطي عرصه مناسبي براي رفع مخاطرات زيست محيطي كشورها مي­ باشد كه با اتخاذ سياست­ هاي درست مي­ توان به وضعيت محيط زيست كشورها سروسامان داد.

Environmental diplomacy is one of the forms of modern and specialised diplomacy inspired, inter alia, by the concept of multilateral one which in turn has become a field of competition for diplomats with such expertise. It is also reflected in negotiations, conventions and international legal regimes, and policy making process. Hence, environmental issues have gained, ipso facto, the status of concern and importance amongst countries. The early 1970s was the beginning of Iran’s serious desire to create a healthy environment. In order to achieve that, some principles were included in the Constitution combining environmental programmes with development plans. The Eleventh Government had significant achievements in international and environmental diplomacy.The question here is what is the impact of environmental diplomacy on domestic and international policies in the Islamic Republic of Iran? The hypothesis is that environmental diplomacy has become more important due to the presence of multiple actors in the international sphere and its link to political, economic and security issues. Diplomacy is manifested as a practical and facilitative tool in international relations whose ultimate goal is peace. There are challenges and crises which have widely pervaded Iran’s ecology. Some initiatives however, can improve it at the national and international levels. Environmental diplomacy has a key role for resolving the global environmental issues assisting to adopt the right policies.
