The U.S. Government Shutdown of 2013: The Role of Tea Party

مقاله حاضر پژوهشي ست كه با پرداختن به دو پديده مهم سياسي در امريكا، به تبيين نقش تي پارتي در به تعطيلي كشاندن دولت ايالات متحده در سال 2013 مي‌پردازد. به عنوان يك پديده‌اي منحصر به فرد در دنيا، تنها امريكاست كه عملا شاهد تعطيل شدن دولت خود، آنهم به دفعات بوده‌ است. از سوي ديگر، ظهور به يكباره تي پارتي در سال 2009 نيز، ابعاد جديدي به گفتمان حاكم بر سياست داخلي امريكا افزود. در اين مقاله به منظور دستيابي به شناخت صحيحي از شكل گيري هردو پديده، نظريه آگاهي تاريخي تئودر شيدر(1978) مبناي كار قرار گرفته است. در اين نظريه بررسي زمينه هاي شكل گيري و بروز حوادث در بستر تاريخي‌شان امري ضروري مي نمايد و با بوجود آوردن قياس بين حوادث گذشته دور با نزديك، به تعيين سمت و سوي احتمالي حوادث در آينده پرداخته ميشود. در نتيجه، با اتخاذ رويكرد آرشيوي در جمع آوري داده هاي مورد نياز، تحليل تاريخي به عنوان بهترين روش براي تحليل داده ها در اين مقاله بكارگرفته شده است. يافته هاي اين پژوهش بيانگر آن است اولا فرآيند اجرايي حاكم بر روند تصميم گيري براي تصويب بودجه، به گونه ايست كه احتمال تعطيل شدن دوباره دولت امريكا در سال هاي آتي امري غيرقابل اجتناب مي باشد. ثانيا تا زماني كه اعتقاد به لزوم كوچكي دولت و ارتباط آن به بحث آزادي هاي افراد، به عنوان تفكري مستقل در ميان سياست مداران و صاحب نظران و مردم جريان داشته باشد، باز تهديد دولت به تعطيل شدن، به عنوان گزينه روي ميز اين افراد مطرح خواهد بود.

This paper tries to explore the role of the Tea Party in the U.S. government shutdown in 2013. As a unique phenomenon in the world, only the U.S. government has experienced several shutdowns and the emergence of the Tea Party movement added a new dimension to the political narrative of the U.S. domestic politics in 2009. Hence, simultaneous study of both phenomena as two very controversial cases in the American political system is sought in this paper. To do so, both phenomena are needed to be examined through their historical contexts. Therefore, the theory of “historical consciousness” introduced by Theodor Schieder (1978) is applied as the theoretical framework and, “historical analysis” is assumed as the proper methodology for data analysis. By referring to Boston Tea Party as an iconic event in the American history that gave birth to the idea of the Tea Party in the American political mind, this thesis identifies the core principles of the Tea Party as the same throughout the history. Tea Partiers regard big governments as threats to individual’s liberty. Therefore, the notion of limited government is placed at the center of Tea Party ideology. This research investigates the means by which the Tea Party succeeded to mobilize and unify all potentialities to form a resistance force for defunding ObamaCare and succeed to prevent passing every appropriations including provisions for funding ObamaCare in the House of Representatives. Therefore, the lack of needed appropriations for funding the government, finally led to the government shutdown of 2013.
