چكيده فارسي :
اﯾﻦ ﭘﮋوﻫﺶ ﺑﺎ ﻫﺪف ﺷﻨﺎﺳﺎﯾﯽ آﺳﯿﺐ ﭘﺬﯾﺮي اﻗﺪاﻣﺎت اﻧﺘﻈﺎﻣﯽ از ﻣﻨﻈﺮ ﻣﺘﻬﻤﺎن اﻧﺠﺎم ﮔﺮﻓﺘـﻪ اﺳـﺖ. روش ﺗﺤﻘﯿﻖ ﮐﯿﻔﯽ، ﻧﻮع ﺗﺤﻘﯿﻖ ﭘﺪﯾﺪارﺷﻨﺎﺳﯽ، ﺟﺎﻣﻌﮥ آﻣﺎري ﺗﺤﻘﯿﻖ، ﻣﺘﻬﻤﺎن دﺳﺘﮕﯿﺮﺷﺪه در ﭘﻠﯿﺲ ﻣﺒﺎرزه ﺑﺎ ﻣﻮاد ﻣﺨﺪر و ﭘﻠﯿﺲ آﮔﺎﻫﯽ ﻏﺮب ﺗﻬﺮان و ﺣﺠﻢ ﻧﻤﻮﻧﻪ، 14 ﻧﻔﺮ اﺳﺖ ﮐﻪ ﺑﺎ اﺳـﺘﻔﺎده از روش ﻧﻤﻮﻧـﻪ ﮔﯿـ ﺮي ﻫﺪﻓﻤﻨﺪ، اﻓﺮاد اﻧﺘﺨﺎب و ﻣﻮرد ﻣﺼﺎﺣﺒﻪ ﻗﺮار ﮔﺮﻓﺘﻪ اﻧﺪ. ﺷﯿﻮة ﺗﺠﺰﯾﻪ و ﺗﺤﻠﯿﻞ ﻣـﺘﻦ ﻣﺼـﺎﺣﺒﻪ ﻫـﺎ ﺑـﻪ ﺷـﯿﻮ ة ﮐﺪﮔﺬاري ﻧﻈﺮي )ﺑﺎز، ﻣﺤﻮري و ﻣﻘﻮﻟﻪ اي( اﻧﺠﺎم ﮔﺮﻓﺘﻪ اﺳﺖ. ﻧﺘﺎﯾﺞ ﺗﺤﻘﯿﻖ ﻧﺸﺎن ﻣﯽ دﻫـﺪ ﻋـﺪم ﮔـﺮاﯾﺶ ﭘﻠﯿﺲ ﺑﻪ ﺣﻞ ﻣﺴﺌﻠﻪ، ﻋﻤﻠﮑﺮد واﮐﻨﺸﯽ ﭘﻠﯿﺲ، ﻣﻘﻄﻌﯽ ﻋﻤﻞ ﮐﺮدن ﭘﻠﯿﺲ، ﺷﯿﻮه ﻫﺎي ﺳﻨﺘﯽ ﭘﻠﯿﺴﯽ، ﻋـﺪم ﭘﯿﺶ ﺑﯿﻨﯽ زﻣﺎن ارﺗﮑﺎب ﺟﺮم ﺗﻮﺳـﻂ ﭘﻠـﯿﺲ، اﻧﮕﯿـﺰ ة ﭘـﺎﯾﯿﻦ ﻣـﺄﻣﻮران ﮐﻼﻧﺘـﺮي ، اﺗﮑـﺎي زﯾـﺎد ﭘﻠـﯿﺲ ﺑـﻪ ﻣﺎﺷﯿﻦ ﻫﺎي ﮔﺸﺖ ﮐﻼﻧﺘﺮي ﺑﻪ ﺻﻮرت ﻣﺴﺘﻘﯿﻢ، ﻓﻘﺮ و ﺑﯿﮑﺎري، ﻣﻌﺎﺷﺮت ﺑﺎ دوﺳﺘﺎن ﻧﺎﺑﺎب، ﺗﻔﮑـﺮ ﻣﺠﺮﻣﺎﻧـﻪ، رواﺑﻂ ﺟﻨﺴﯽ ﻧﺎﻣﺸﺮوع، در دﺳﺘﺮس ﺑﻮدن ﻣﻮاد، ﻋﺮﻓﯽ ﺷﺪن ﺟﺮم، وﺟﻮد ﺧﻸﻫﺎي ﻗﺎﻧﻮﻧﯽ، ﻓﺮار ﻗﺎﭼﺎﻗﭽﯿـﺎن ﺑﺰرگ از دﺳﺖ ﻗﺎﻧﻮن و ﺑﺎزار اﻣﻮال ﻣﺴﺮوﻗﻪ ﺑﻪ ﺻﻮرت ﻏﯿﺮﻣﺴﺘﻘﯿﻢ ﻋﻮاﻣﻞ دﺧﯿﻞ در آﺳﯿﺐ ﭘﺬﯾﺮي اﻗـﺪاﻣﺎت اﻧﺘﻈﺎﻣﯽ ﻫﺴﺘﻨﺪ.
چكيده لاتين :
This study was conducted to identify the vulnerability of law enforcement agencies to the West of Tehran.
Method: The type of the qualitative research, the phenomenological research method, the statistical population of the investigation of the defendants arrested in the narcotics police and West Tehran Police, and the sample size of 14 people were selected and interviewed using purposive sampling method. The textual analysis of the interviews was done in a theoretical (open, axial, and categorical) coding manner.
Findings: Police conditions include :( Police lack of interest in problem solving, police reactionary performance, cross-cutting police performance, traditional police practices, lack of predictability of time by police, low motivation of police officers, and high reliance on police patrol cars. (Sheriff's office) and environmental conditions including: (poverty and unemployment, associating with illicit friends, criminal thinking, illicit sexual relations, material availability, criminalization, legal vacuum, large traffickers evading the law and stolen property market) There are law enforcement actions in the vulnerability.
Conclusion: "Police Conditions" and "Environmental Conditions" are two factors that directly and indirectly cause police law enforcement to be vulnerable.
