شناسايي و تبيين عوامل مؤثر بر شكل‌گيري قاچاق سلاح و مهمات از مرزهاي غربي ايران

Identify and explain the factors affecting the formation of arms and ammunition smuggling from the western borders to the Islamic Republic of Iran

قاچاق سلاح و مهمات به‌عنوان يكي از جرائم سازمان‌يافته و معضل مهم قرن حاضر داراي آثار زيان‌ باري است. از اين‌ رو، پژوهش حاضر با هدف شناسايي و تبيين عوامل مهم تأثيرگذار در شكل‌گيري قاچاق سلاح و مهمات از مرزهاي غربي به كشور جمهوري اسلامي ايران است. روش: پژوهش حاضر از نظر هدف،كاربردي و از نظر روش اجراء، پيمايشي است. جامعۀ آماري شامل تعداد 72 نفر از كاركنان اطلاعات انتظامي و مرزي استان‌هاي ايلام،كرمانشاه وكردستان هستند كه به‌صورت تمام شمار، انتخاب و گردآوري داده‌ها، از طريق پرسشنامه محقق ساخته بوده كه پايايي آن از طريق محاسبه ضريب آلفاي كرونباخ و روايي آن با روش محتوايي تأييد و براي تجزيه ‌و تحليل داده‌ها از نرم‌افزار اس پي اس اس20 براي تحليل عاملي اكتشافي و از نرم‌افزار ليزرل براي تحليل عاملي تأييدي استفاده شد. يافته‌ها: يافته‌ها نشان مي‌دهند كه عوامل مشخص‌شده در اين پژوهش، در قاچاق سلاح و مهمات تأثير دارند كه در پنج عامل به ترتيب شامل مشكلات نهادهاي مقابله‌كننده با بار عاملي 88/0 درصد، مسائل اجتماعي و فرهنگي با بار عاملي 87/0 درصد، حضوركشورهاي فرامنطقه‌اي با بار عاملي 67/0 درصد، مشكلات كشورهاي همسايه با بار عاملي 63/0 درصد و مسائل و مشكلات قانوني با بار عاملي56/0 درصد، موردبررسي و تأييد قرار گرفت. نتيجه‌گيري: مقابله جدي با قاچاق سلاح و مهمات از مرزهاي غربي كشور نيازمند رفع مسائل و مشكلات دستگاه‌هاي مقابله‌كننده، مسائل اجتماعي و فرهنگي و قانوني به عنوان عوامل داخلي و در كنار آن توجه به مسائل تأثيرگذار خارجي نظير مشكلات كشورهاي همسايه و حضور عوامل فرامنطقه‌اي به عنوان تسهيل‌كنندۀ قاچاق سلاح است.

Background and Aim: Smuggling of weapons and ammunition as one of the organized crimes and an important problem of this century has harmful effects.Therefore, the present study aims to identify and explain the important factors influencing the formation of arms and ammunition smuggling from the western borders to the Islamic Republic of Iran. Research Method: The present research is applied in terms of purpose and survey in terms of implementation method. The statistical population includes 72 law enforcement and border intelligence staff in Ilam, Kermanshah and Kurdistan provinces In order to select and collect data, the researcher made a questionnaire whose reliability was confirmed by calculating Cronbach's alpha coefficient and its validity by content method and to analyze the data from SPSS 20 software for heuristic factor analysis and from software LISREL was used for confirmatory factor analysis. Findings:The findings show that all the factors considered in this study have a positive effect on the smuggling of weapons and ammunition to the Islamic Republic of Iran.In five variables, respectively, the problems of the agencies dealing with the factor of 88.0%, social and cultural issues 87.0, the presence of trans-regional countries with the factor of 67.0%, the problems of neighboring countries with the factor of 63.0%, legal and judicial issues with the factor of 56.0%, examined and approved it placed. Results: Serious confrontation with arms and ammunition smuggling from the western borders of the country requires solving the problems of the confronting apparatus, social, cultural and legal issues as internal factors and also paying attention to influential external issues such as the problems of neighboring countries and the presence of extra-regional factors. As a facilitator of arms smuggling.
