Investigating the Factors Affecting Geoculture Capabilities in Road Safety of Rahvar Police (Case Study: Gilan Province)

فرهنگ و ارتباطات زيربناي تمدن هر جامعه است و كاركردهاي فرهنگي و راه هاي ارتباطي به عنوان اصلي ترين زيرساخت هاي ارتباطي جوامع انساني كاركردهاي متعدد و پيچيده را ايفا مي كنند و در اين راستا ژئوپليتيك فرهنگي(ژئوكالچر) به عنوان يكي از اين مولفه هاي تأثيرگذار فرهنگي بر شبكه هاي استان گيلان و نقش و جايگاه آن بوده است. اين تحقيق با هدف شناخت مولفه هاي موثر بر توانمندي هاي ژئوكالچر بر امنيت جاده اي پليس راهور استان گيلان، به بررسي عوامل موثر بر توانمندي هاي ژئوكالچر بر امنيت جاده اي استان گيلان مورد بررسي قرار گرفته است. اين پژوهش از لحاظ هدف، كاربردي و از حيث روش، توصيفي - تحليلي است و براي گردآوري داده ها و مستندات مورد نياز از مطالعات كتابخانه­اي، بانك اطلاعاتي و همچنين مطالعات ميداني استفاده شده است تا با بررسي ارتباط في مابين اين دو متغير، فرصت­ها، تهديدها و چالش هاي پيش رو را شناسايي و راهكار هاي مناسب ارائه نمايد. يافته‌هاي تحقيق حاكي از آن است كه عواملي چون ايثار و فداكاري ، تعهد و تخصص و بالاخره ابزار و تجهيزات مي تواند بر توانمندي هاي ژئوپليتيك فرهنگي(ژئوكالچر) پليس راهور استان گيلان تأثيرگذار باشد؛ چرا كه نقش غير قابل انكار مولفه هاي فرهنگي به­ويژه ژئوپليتيك فرهنگي در شبكه راه ها و ماموريت هاي پليس مشهود و قابل رويت مي باشد كه در اين راستا با توجه به ظرفيت هاي موجود در استان گيلان در زمينه هاي حمل و نقل به ويژه قرار گرفتن در كريدور راه هاي بين المللي مي بايست به اين مهم از سوي مسولين كشور توجه شود و در اين راستا با وجود دريا و بنادر مهم و مرزهاي بين المللي با تراكم جمعيت، فرهنگ غني گيلان از حيث ويژگي هاي جغرافياي طبيعي و مورد توجه بودن كشورهاي همسايه، نسبت به توانمندي هاي اين استان خصوصا در بحث حمل و نقل كه مي تواند به عنوان يك قطب بزرگ فرهنگي- اقتصادي باشد كم توجهي شده است.

Culture and communication are the foundation of civilization of any society and cultural functions and ways of communication as the main communication infrastructures of human societies play many and complex functions and in this regard cultural geopolitics (geoculture) as one of these influential cultural components. It has been on the networks of Gilan province and its role and position. This study aimed to identify the components affecting the geoculture capabilities on road safety of Rahvar police in Guilan province, to investigate the factors affecting the geoculture capabilities on road safety in Guilan province. This research is applied in terms of purpose and descriptive-analytical in terms of method. To collect the required data and documents, library studies, database and field studies have been used to examine the relationship between these two variables, opportunities. Identify the threats and challenges ahead and provide appropriate solutions . Findings indicate that factors such as self-sacrifice, commitment and expertise and finally tools and equipment can affect the cultural geopolitical capabilities (geoculture) of Rahvar police in Guilan province; Because the undeniable role of cultural components, especially cultural geopolitics in the network of roads and police missions is obvious and visible, in this regard, considering the existing capacities in Gilan province in the field of transportation, especially In the corridor of international roads, this issue should be considered by the country's officials, and in this regard, despite the important sea and ports and international borders with population density, Gilan rich culture in terms of natural geographical features andattention of neighboring countries , Little attention has been paid to the capabilities of this province, especially in the discussion of transportation, which can be a great culturaleconomic hub.
