Assessing the Effect of Inflationary Atmosphere of Iran's Economy on the Supply of Qarz-ol-Hasna Deposits

سياست‌هاي پولي شديداً انبساطي طي دهه‌هاي اخير اقتصاد كشور را با چالش‌هاي جدي مواجه نموده است. در اين رابطه مي‌توان به كاهش استقبال جامعه نسبت به عرضه وجوه (سپرده‌هاي) قرض‌الحسنه اشاره نمود. بگونه‌اي كه سهم سپرده‌هاي قرض‌الحسنه از كل سپرده‌ها كاهش يافته و تقريباً به پايين‌ترين سطح خود طي چهار دهه اخير رسيده است. در اين ميان يكي از مهم‌ترين دلايل، بي‌انضباطي پولي موجود در دولت‌هاي مختلف طي اين مدت بوده است كه خود را در قالب افزايش شديد نقدينگي و تورم و به عبارت ديگر افزايش هزينه فرصت پول يا ارزش زماني پول نشان داده و باعث گرديده كه سنت قرض‌الحسنه (درقالب آمار سپرده‌هاي قرض‌الحسنه در نظام بانكي)، دچار افول گردد. اين در حالي است كه قرض‌الحسنه در قرآن و منابع اسلامي بسيار مورد تأكيد قرار گرفته و كاركردهاي اقتصادي و اجتماعي متعددي براي آن قابل تصور مي‌باشد. در مقاله حاضر با مروري بر عملكرد مقامات پولي در قالب حجم پول، نقدينگي و تورم و نيز تحولات شاخص‌هاي بانكي در زمينه سپرده‌هاي قرض‌الحسنه به آسيب‌شناسي جريان كاهنده آنها طي چهار دهه اخير با تأكيد بر نقش سياست‌هاي پولي پرداخته شده است.

Extensively expansionary monetary policy has posed serious challenges to Iran's economy in recent decades. In this regard, we can point to the elimination of public tendency to supply of Qarz-ol-Hasna deposits. So that the share of Gharz -ol-Hasna deposits in total bank deposits has decreased and has reached almost its lowest level in the last four decades. Among these, one of the most important reasons has been monetary policy indiscipline during this period which has been led to a sharp increase in liquidity and inflation rate and consequently increased opportunity cost of money or time value of money and has caused the Qarz -ol-Hasna deposit (in the form of Qarz-ol-Hasna deposits in the banking system), to decline. However, Qarz-ol-Hasna has been highly emphasized in the Qur'an and Islamic sources and many economic and social functions can be imagined for it. In this article by reviewing monetary authority's performance through monetary and inflation indices tried to pathologies the decreasing trend of Qarz -ol-Hasna deposits, focusing on monetary policies role.
