تحليل محيط و تعيين انتظارات فدراسيون شمشير بازي ايران بر اساس مدل SCORE

Application of SCORE Model for Analyzing the Environment and determining the Expectations of the Iranian Fencing Federation

براي موفقيت درعرصه ورزش و بين الملل، فدراسيون ها بايددر راستاي برنامه ها، اهداف خود را، جهت دستيابي به بالاترين جايگاه هاي ورزشي دردنيا و آسيا تنظيم نمايند. هدف از انجام اين پژوهش، تعيين حوزه هاي كليدي، تحليل محيط، شناسايي نقاط قوت، محدوديت ها، ريسك ها و فرصت هابه صورت تفكيك شده براي هر حوزه و تعيين انتظارات فدراسيون شمشير بازي ايران بود.تحقيق حاضر برمبناي هدف، كاربردي؛ برمبناي راهبرد، تركيبي (كيفي – كمي) و برمبناي مسيراجرا ، مبتني بر مطالعات راهبردي است. با استفاده از مطالعات كتابخانه اي، بررسي اسناد بالادستي و نظرات شوراي راهبردي فدراسيون شمشيربازي، هفت حوزه كليدي عملكرد، به ترتيب اولويت، روابط عمومي و بين الملل، استعداد يابي و قهرمان پروري، توسعه منابع انساني ،ساختار و تشكيلات، رويداد هاي ورزشي، امكانات و تجهيزات و بازاريابي و منابع مالي بود. از دو روش كتابخانه اي و مصاحبه با خبرگان شمشيربازي(n=50) به تحليل محيط دروني و بيروني فدراسيون به تفكيك هر يك از حوزه هاي كليدي پرداخته شد. بر مبناي مدل SCORE در تحليل محيط دروني از رويكرد منابع سازمان و رويكرد تحليل وظيفه اي سازمان و در تحليل محيط بيروني، دو سطح محيط كلان و محيط خرد مورد تحليل قرارگرفت. سپس براي حوزه هاي كليدي عملكرد، انتظارات يا اهداف كيفي فدراسيون تدوين شد،كه مهمترين آنها :روابط عمومي مستمر، شفاف و كار آمد در كسب و حفظ حمايت هاي مالي و معنوي، توسعه و آموزش شمشير بازي براي همه ، حفظ و حمايت از قهرمانان، شايسته سالاري ،حمايت و آموزش مستمر و افزايش مشاركت نيروهاي متخصص و.. اشاره كرد.

In order to be successful in sports and international affairs, federations must adjust their programs and goals to achieve the highest sports positions in world and Asia, and avoid immediate, tasteful, and random decisions. To this end, identifying the environment of the federation is the first and most necessary step to develop appropriate and efficient strategies. Here in this study, the critical areas of Islamic Republic of IRAN Fencing Federation performance were determined and an internal and external environmental analysis were done to predict the federation expectations for the future orientations and strategies. Accordingly, seven critical areas of performance were determined including, in order of priority, public and international relations, talent identification and heroism, human resource development, structure and organization, sporting events, facilities and equipment, and marketing and financial resources. Then, the internal and external environment of the federation for each of the identified key areas were analyzed and discussed. The strengths and limitations were identified with the aid of SCORE model. Macro and micro external environment analysis were done at two levels including; opportunities and risks environment analysis. Critical performance, expectations, or qualitative goals of the federation were developed for each of the critical areas. The obtained results can be later applied to develop future prospective of Islamic Republic of IRAN Fencing Federation strategies and operational plans.
