سنجش ميزان مشاركت شهروندان در مديريت شهري بر اساس الگوي حكمراني شهري (نمونه موردي: منطقه 5 شهرداري تهران)

Measuring the Level of Citizen Participation in Urban Management Based on Urban Governance Model (Case study; District 5 of Tehran Municipality)

مقدمه و هدف پژوهش: امروزه حكمراني شهري به عنوان اثربخش ترين شيوه اعمال مديريت شهري مطرح شده است. با توجه به اهميت مديريت شهر به عنوان يك پيش شرط اساسي براي عملكرد خوب شهرها و همچنين موضوع مشاركت مردم در اداره امور شهر به عنوان يكي از سازنده ترين ويژگي حكمراني شهري جهت حل مشكلات شهر، پژوهش حاضر اين موضوع را مدنظر خود قرار داده و با تمركز بر روي شاخص‌هاي الگوي حكمراني شهري، ميزان مشاركت را در مديريت منطقه 5 شهرداري تهران مي‌سنجد. روش پژوهش: روش پژوهش توصيفي- استنباطي مي‌باشد، داده‌ها از دو طريق مطالعات اسنادي و ميداني گردآوري شده و با توجه به حجم جامعه آماري، 384 نفر به صورت تصادفي جهت تكميل پرسشنامه انتخاب شدند. براي تجزيه و تحليل فرضيه‌هاي پژوهش از روش آماري آزمون T و آزمون ANOVA استفاده گرديده است. يافته‌ها:. يافته‌ها حاكي از آن است كه بين مشاركت شهروندان و الگوي حكمراني شهري رابطه معناداري وجود دارد. بدين معنا كه اگر مسئولان شهري بر اساس الگوي حكمراني شهري رفتار نمايند زمينه‌هاي لازم را براي مشاركت شهروندان فراهم كرده و به تبع آن رفاه عمومي افزايش خواهد يافت. نتيجه گيري: نتايج نشان مي‌دهد كه تمايل شهروندان منطقه 5 شهرداري تهران به مشاركت در مديريت شهري بالاست اما بستر مناسبي براي مشاركت وجود ندارد.

Introduction& Objective: Nowadays Urban governance has been proposed as the most effective method of urban management. Considering the importance of Urban Management as a basic precondition for good performance of cities and also the participation of people in the city as one of the most constructive features of urban governance to solve the problems of the city. This Article study this subject and focuses on the indicators of urban governance model, measuring the level of participation in urban management in District 5 of Tehran Municipality. Research Method: The research method is descriptive-inferential, Data were collected through field studies with observation and interview techniques have been used. According to the statistical population, 384 people were randomly selected to complete the questionnaire. T-test and ANOVA test were used to analyze the research hypotheses. Findings: Findings indicate that there is a significant relationship between citizen participation and the pattern of urban governance. this means that if urban managers act according to the model of urban governance, it will provide the necessary grounds for citizen participation and as a result, public welfare will increase. Conclusion: The results shows that the citizens in District 5 of Tehran Municipality are willing to participate in urban management, but there are no suitable conditions for participation.
