Evaluating the Performance of the City Council in Urban Management(Case Study: Baneh City)

مقدمه و هدف پژوهش: حكمروايي خوب شهري به عنوان رويكردي نوين در مديريت شهري، بر رعايت اصولي چون شفافيت، مشاركت و قانون مداري تاكيد دارد تا بتواند بستري فراهم نمايد تا تعاملي پويا بين حكومت، بازار و بازيگران اجتماعي برقرار شود. از آنجايي كه شورا‌هاي اسلامي شهر از نهاد‌هاي مدني حاكميتي مي‌باشند كه وظيفه تحقق حقوق شهروندي را در حوزه شهر‌ها بر عهده دارند از اين رو آسيب شناسي فعاليت‌هاي اين نهاد در جهت توانمند سازي و ارتقاي كيفيت محيط بسيار با اهميت مي‌باشد. هدف اصلي اين پژوهش ارزيابي عملكرد شوراها در مديريت شهري بانه مي‌باشد. روش پژوهش: مقاله حاضر از نظر هدف كاربردي و از نظر روش توصيفي - تحليلي مي‌باشد. براي تحليل داده‌ها و اطلاعات از روش تركيبي (كمي و كيفي) متناسب با موضوع استفاده شده است. همچنين 400 پرسشنامه به روش تصادفي ساده در ميان ساكنين شهر بانه توزيع شده است. سنجش روايي ابزار اندازه‌گيري از روش اعتبار عاملي، ضرايب بارتلت و KMO در نرم‌افزار SPSS استفاده شده است. داده‌هاي جمع‌آوري‌شده با استفاده از آزمون‌هاي آماري T-Test و كولموگروف-اسميرنوف و Chi-Square تحليل شده و از آزمون رگرسيون نيز جهت رسيدن به پاسخ سوالات پژوهش استفاده شده است يافته‌ها: نتايج حاصل از آزمون‌ها نشان دهنده رضايت نسبتا پايين ساكنين از عملكرد مديريت شهري مي‌باشد بررسي‌هاي انجام شده نشان داده اند مولفه اقتصادي كمترين سطح رضايت ساكنان را تضمين نموده و اقدامات شوراي شهر در مولفه عمراني، كالبدي، زيست محيطي تا حدودي توانسته است رضايت بالاتري را كسب نمايد. نتيجه گيري: ارتقاي مشاركت مردم در مديريت شهري و بهبود نظارت بر عملكرد شهرداري‌ها مي‌تواند راهكاري مناسب در جهت بهبود عملكرد مديريت شهري بانه باشد. در نهايت سياست‌ها و راهبردهاي اجرايي در راستاي نقش و اهميت شورا‌ها در جهت ارتقاي كيفيت محيط ارايه گرديد.

Introduction & Objectives: Good urban governance, as a new approach in urban management, emphasizes the observance of principles such as transparency, participation and the rule of law in order to provide a platform for dynamic interaction between government, market and social actors. Since the Islamic councils of the city are governing civil institutions that are responsible for the realization of civil rights in the city, so the evaluating of the activities of this institution to empower and improve the quality of the environment is very important. The main objective of this study is to evaluate the performance of councils in Baneh urban management. Method: The present article is applied in terms of purpose and descriptive-analytical in terms of method. To analyze the data and information, a combined method (quantitative and qualitative) appropriate to the subject has been used. Also, 400 questionnaires were randomly distributed among the residents of Baneh. Measuring the validity of the measurement tool using factor validity, Bartlett coefficients and KMO in SPSS software. The collected data were analyzed using T-test, Kolmogorov-Smirnov and Chi-Square statistical tests and regression test was used to answer the research questions. Results: The results of the tests show the relatively low satisfaction of residents with the performance of urban management. Studies have shown that the economic component has guaranteed the lowest level of satisfaction of residents and the actions of the city council in the civil, physical, environmental component to some extent has been able to obtain higher satisfaction. Conclusion: Promoting public participation in urban management and improving the performance of municipalities can be a good way to improve the performance of Baneh urban management. Finally, executive policies and strategies were presented in line with the role and importance of councils in improving the quality of the environment.
