Designing a comprehensive model for evaluating the performance of Iranian sports delegations

نقش ارزيابي عملكرد در ارتقاء بهره وري سازماني و نظارت بر نحوه به كارگيري منابع سازماني حايز اهميت است و هر سازمان جهت پيشبرد اهداف و سياست هاي خود بايد از يك الگوي ارزيابي مناسب استفاده نمايد. پژوهش حاضر بر آن بود تا با در نظر گرفتن ماموريت ها و وظايف قانوني هيئت هاي ورزشي كشور الگويي مناسب را براي ارزيابي عملكرد در اين حوزه طراحي و ارايه نمايد. بدين منظور با استفاده از پرسشنامه محقق ساخته كه روايي آن توسط 12 نفر از مديران ارشد ورزش كشور و پايايي آن، با ضريب آزمون آلفاي كرونباخ 0/92 مورد تاييد قرار گرفته بود به تمامي هيئت هاي ورزشي كشور كه به عنوان جامعه آماري تعيين شده بودند از طريق 51 فدراسيون ورزشي و 31 اداره كل ورزش و جوانان استاني ارسال گرديد. در اين پژوهش، براي تجزيه و تحليل داده ها از آزمون هاي كلموگروف اسميرنف، تي تك نمونه‌اي، فريدمن، مدلسازي معادلات ساختازي و از نرم افزارهاي PLS Smart و Spss استفاده شد. بر مبناي يافته‌هاي حاصل از تحليل عاملي اكتشافي اين پژوهش 27گويه به عنوان شاخص هاي ارزيابي عملكرد داراي الويت مي باشد كه هيئت هاي ورزشي مي بايست در قالب 7 عامل يا حوزه عملكردي شامل؛ توسعه و همگاني، مالي و جذب منابع، آموزش، استعداديابي، مسابقات و رويدادها، اردوها و اعزام ها و نيز حقوقي و قانوني مورد ارزيابي عملكرد ساليانه قرار گيرند بنابراين توصيه مي شود كه هيئت ها در همه ابعاد، عملكرد مداوم داشته باشند.

The role of performance appraisal in promoting organizational productivity and monitoring the use of organizational resources is important and each organization should use an appropriate evaluation model to advance its goals and policies. The present study aimed to design and present a suitable model for evaluating performance in this field by considering the legal missions and duties of the country's sports delegations. For this purpose, using a researcher-made questionnaire whose validity was confirmed by 12 senior sports managers of the country and its reliability was confirmed by Cronbach's alpha coefficient of (0.92 ) then sent through 51 sports federations and 31 provincial sports and youth departments to all sports delegations in the country that were designated as a statistical population . In this study, to analyze the data, test the hypotheses and in general, to generalize the results from sample to statistical population, Kolmogorov-Smirnov, T-sample, Friedman, structural equation modeling and PLS Smart and Spss software were used. . Based on the findings of the exploratory factor analysis of this study, 27 items have priority as performance evaluation indicators that sports delegations should will evaluate in the 7 factors or functional areas; Development and public, financial and resources, training, talent identification, competitions and events, camps and deployments as well as legal so it is recommended that delegations in all dimensions Perform functionally continuously.
