ارائه مدل توسعه ديپلماسي زيست‌محيطي با تاكيد بر نقش شهرداري‌ها: بر اساس رويكرد گراندد تئوري

Presenting a model for the development of environmental diplomacy with emphasis on the role of municipalities: based on the grounded theory approach

در شرايط متغير و نامطمئن كنوني شهرداري‌ها بايد منابع ملموس و ناملموس و قابليت‌هاي دروني خود را گسترش داده تا بتوانند به تغييرات محيطي پاسخ دهند. لذا در صورتي مي‌توانند به اهداف كلان و بلند مدت دست يابند كه برنامه استراتژيك مدوني داشته باشند. در اين پژوهش محقق به ارائه مدل توسعه ديپلماسي زيست‌محيطي با تاكيد بر نقش شهرداري‌ها به روش داده بنياد پرداخت. بر اين اساس نمونه اين پژوهش، آن دﺳﺘﻪ از ﻛﺎرﺷﻨﺎﺳﺎن و ﺧﺒﺮﮔﺎن ﻣﻄﻠﻊ محيط زيست، ﺗﺸﻜﻴﻞ ﺷﺪه اﺳﺖ ﻛﻪ ﻣﻲﺗﻮاﻧﺴﺘﻨﺪ اﻃﻼﻋﺎت ﺑﺎ ارزﺷﻲ را در اﺧﺘﻴﺎر ﭘﮋوﻫﺶﮔﺮ ﻗﺮار دﻫﻨﺪ. نمونه نظري مورد مصاحبه بر اساس روش نمونه‌گيري نظري و با استفاده از روش هدفمند، ابتدا تعداد 6 نفر به ‌عنوان نمونه هدفمند اوليه پژوهش و در نهايت از 19 نفر مصاحبه شد تا اينكه مدل به اشباع تئوريك رسيد. نرم افزار مورد استفاده جهت تجزيه و تحليل داده ها MAXQDA مي باشد. يافته‌هاي اصلي پژوهش در دو بخش چارچوب مفهومي و مدل مفهومي ارائه شده است. در اين مدل بر عوامل داخلي مؤثر بر بهره‌وري مانند نيروي انساني‌، سرمايه‌هاي فكري و همچنين بستر و ساختار فناوري مدنظر قرار داده است، اين مدل باعث افزايش بهره وري مديريت دانش شهرداري و عملكرد اقتصادي شد. همچنين بدون به‌كارگيري استراتژي‌هاي مناسب در سازمان تحقق استراتژي زيست محيطي در شهرداري با چالش روبرو مي‌گردد، از طرف ديگر محقق بيان مي‌دارد كاربرد استراتژي زيست محيطي در زنجيره خدمات شهرداري، پيشبرد رويه‌هاي مذكور را تسريع مي‌بخشد.

Therefore, they can achieve macro and long-term goals if they have a codified strategic plan. In this study, the researcher presented a model for the development of environmental diplomacy with emphasis on the role of municipalities in the data foundation method. According to the example of this research, it is from the environment and the environment, which has 4 currencies in the air. Theoretical sample to be interviewed based on theoretical sampling method and using purposive method, first 6 people were interviewed as the initial purposive sample and finally 19 people were interviewed until the model reached theoretical saturation. The software used to analyze the data is MAXQDA. The main findings of the research are presented in two parts: conceptual framework and conceptual model. In this model, it considers the internal factors affecting productivity such as manpower, intellectual capital, as well as the context and structure of technology. This model increased the productivity of municipal knowledge management and economic performance. Also, without applying appropriate strategies in the organization, the realization of environmental strategy in the municipality will be challenged. On the other hand, the researcher states that the application of environmental strategy in the municipal service chain accelerates the progress of these procedures.
