الگوي ساختاري تفسيري نظارت بر مسئولان حكومت اسلامي در نهج‌البلاغه

Interpretive - structural model of monitoring officials of Islamic government in Nahj al-Balaghah

زمينه و هدف: نظارت بر عملكرد مسئولان حكومتي از ابزارهاي مهم سلامت و پيشرفت جامعه است. اين موضوع در قالب‌هاي مختلفي همچون نامه‌ها، خطبه‌ها و سخنان حكيمانه اميرمؤمنان علي عليه السلام در نهج‌البلاغه و برخي كتاب‌هاي ديگر گردآوري شده است. در اين تحقيق نظارت بر مسئولان حكومت اسلامي را در نهج‌البلاغه بررسي مي­‌كنيم. روش: مقاله حاضر با رويكرد كيفي و به روش ساختاري- تفسيري تدوين شد. در اين راستا اطلاعات اوليه با بهره‌گيري از اسناد معتبري چون نهج‌البلاغه استخراج گرديد و سپس مفاهيم مرتبط با نظارت بر امور مسئولان حكومتي در قالب روش تحليل محتوا، استخراج و استنباط شده است. يافته‌ها: يافته‌هاي تحقيق نشان مي‌دهد كه در سيره مديريتي اميرمؤمنان علي عليه السلام انتصاب مديران اصلح در پست‌هاي كليدي و نظارت آشكار بر فعاليت مسئولان از اصول مهم نظارت بر فعاليت مسئولان حكومتي است. تحقق اين مهم منوط به انتخاب ناظران متعهد و امانت‌داري است كه مصالح جامعه اسلامي را در نظر بگيرند. نظارت مستقيم حاكم و برخورد قاطع با مسئولان متخلف نقشي مهم در حركت صحيح سيستم حكومتي دارد. نتايج: نتايج حاصل از اين تحقيق نشان داد كه: نظارت بر عملكرد مسئولان حكومتي در صيانت فردي و اجتماعي آنان نقش مهمي دارد. توجه به مواردي از قبيل خودنظارتي، شناختِ درستِ مسئوليت‌ها و ارائه بازخورد نظارت به مسئولان در بهبود عملكرد آنان مؤثر است. بر اساس نتايج تحقيق، اقدام‌هاي پيشگيرانه در انتصاب مسئولان و انتخاب افراد صالح مهم‌ترين مؤلفه است.

Monitoring the performance of government officials is an essential tool for the health and development of society. This subject has been collected in various formats such as letters, sermons, and wise sayings of Amir al-Mu'minin Ali (AS) in Nahj al-Balaghah and other books. In this study, we investigate the supervision of Islamic government officials in Nahj al-Balaghah. The present article was conducted with a qualitative approach and a structural-interpretive method. In this regard, the initial information was extracted using valid documents such as Nahj al-Balaghah. The author used content analysis to extract and infer the concepts related to monitoring the affairs of government officials. The research findings show that in the managerial life of Amir al-Mu'minin Ali (AS), the appointment of good managers in critical positions and their unlimited monitoring is one of the principles of monitoring the activities of government officials. The realization of this vital issue depends on the selection of committed and trustworthy observers who consider the interests of the Islamic society. Direct monitoring and taking decisive action against violating officials play an essential role in the proper functioning of the government system. This study showed that monitoring the performance of government officials has a vital role in their personal and social protection. Paying attention to self-monitoring, recognizing responsibilities, and providing feedback to officials can effectively improve their performance. According to the research results, preventive measures are the most important component in appointing officials and selecting competent individuals.
