مؤلفه‌هاي تحقق شفافيت در حكومت از ديدگاه امام علي(ع) در نهج‌البلاغه

يكي از اهرم‌هاي مبارزه با فساد در سيستم حكومتي، شفافيت است. شفافيت مقوله‌اي است كه در جهت تقويت رابطه حكومت با شهروندان، يك حركت اساسي در بهبود سياست‌گذاري قلمداد مي‌شود. امام علي(ع) براي شفافيت چنان جايگاهي قائل است كه وجود آن را در حكومت امري ضروري قلمداد مي‌كند. مي‌توان گفت اين نوع نگاه در بين رهبران تاريخ پرفرازونشيب جوامع انساني بي‌نظير است. هدف پژوهش حاضر، كشف مؤلفه‌هاي تحقق شفافيت در حكومت با استناد به فرمايشات آن امام همام در نهج‌البلاغه بوده است. يافته‌هاي پژوهش نشان مي‌دهد كه از ديدگاه امام علي (ع) در نهج‌البلاغه، ارائه اطلاعات و اخبار حكومتي به مردم، نظارت و كنترل در امور حكومتي، پاسخگوئي و مسئوليت‌پذيري، مشورت و عدم تكيه بر افكار فردي، حضور در اجتماع و ارتباط صميمي با مردم، ازجمله مؤلفه‌هاي تحقق شفافيت در حكومت‌اند كه حاكم و كارگزاران حكومتي بايد از آن‌ها بهره‌جويند؛ تا بسترهاي فساد و رانت از جامعه رخت بربندد و آرامش بر جامعه حاكم شود و زمينه مشاركت حداكثري براي رشد و آباداني جامعه فراهم شود و جامعه سيري به‌سوي كمال و سعادت پيدا كند.

One of the most important principles and one of the basic components in Islamic government is the issue of transparency. Transparency is a category that strengthens the relationship between government and individuals in society. The roots of the concept of transparency can be found in the Alawite teachings, especially during the short period of his rule; Because he considered transparency in the government a necessity. Therefore, in this research, this issue has been the basis of analysis from the point of view of Imam Ali (as) in Nahj al-Balaghah and has been explained according to the designed conceptual framework that he believes in order to achieve this realization and principle in governance. That the ruler and ruler of the Islamic society should use tools such as honesty and frankness with the members of the society under any circumstances; Legalism and the rule of law; Kindness and tolerance towards the members of the society and avoiding violence, and avoiding artificial behavior and modesty. Society is full of perfection and happiness.
