امروزه لازمة حركت در مسير توسعه و پيشرفت همه‌جانبه ايران اسلامي كه از اهداف سند چشم‌انداز مي‌باشد، برخورداري از اقتدار ملي و امنيت پايدار ناشي از آن است تا امكان شكوفا شدن همه قابليت‌ها و ظرفيت‌هاي بالقوه موجود در كشور فراهم شود. هدف اين پژوهش، ارائه «الگوي راهبردي اقتدار امنيت‌آفرين مبتني‌بر سند چشم‌انداز 1404 جمهوري اسلامي ايران» مي‌باشد. روش: اين پژوهش از نظر نوع، آميخته- تبييني، از نظر هدف، توسعه‌اي- كاربردي و از نظر روش جمع‌آوري داده‌ها، تركيبي (كمي- كيفي) است. گردآوري اطلاعات از طريق مطالعه كتابخانه‌اي، توزيع پرسشنامه محقق‌ساخته از نوع ليكرت 5 گزينه‌اي و بررسي ميداني (مصاحبه) انجام شده است. تحليل بخش كمي پژوهش با استفاده از آمار توصيفي- استنباطي و همچنين تحليل بخش كيفي آن با استفاده از روش داده‌بنياد و بهره‌گيري از فنون سه‌گانه شناسه‌گذاري (باز، محوري و انتخابي) انجام شده است. يافته‌ها: الگوي راهبردي اقتدار امنيت‌آفرين مبتني‌بر سند چشم‌انداز 1404 داراي 6 بُعد مي‌باشد كه بُعد سياسي آن شامل 8 مؤلفه، بُعد فرهنگي- اجتماعي شامل 9 مؤلفه، بُعد اقتصادي شامل 7 مؤلفه، بُعد علمي- فناوري شامل 4 مؤلفه، بُعد نظامي شامل 8 مؤلفه و بُعد زيست‌محيطي شامل 3 مؤلفه مي‌باشد. نتيجه‌گيري: «اقتدار ملي» و «امنيت» ناشي از آن در ارتباط مستمر و متقابل هستند، به بياني ديگر امنيت، نتيجه و محصول اقتدار ملي است و اقتدار ملي از طريق ابعاد و مؤلفه‌هاي تشكيل‌دهنده آن قابل‌تأمين است. بنابراين سازمان‌ها و بخش‌هاي مختلف مرتبط با سند چشم‌انداز 1404 جمهوري اسلامي ايران بايستي به مقتضاي زمان اقدامات خود را انجام دهند تا اهداف سند چشم‌انداز محقق شود.

Today, The need to move in the direction of comprehensive development and progress of Islamic Iran, which is one of the goals of the Vision document 1404, is to have national authority and sustainable security to enable the realization of all capabilities and potentials in the country. The purpose of this study is to present a "strategic model of security-creating authority based on the Vision document 1404 of the Islamic Republic of Ir@n". Method: This research in terms of mixed-explanatory type, In terms of purpose, development - applied and In terms of data collection method, it is a combination (quantitative-qualitative). Data collection was done in the form of library, researcher-made questionnaire of 5-point Likert type and field survey (interview). Quantitative analysis of the research has been done using descriptive-inferential statistics and also qualitative analysis of the research has been done using the data foundation method and using coding techniques (open, axial, selective). Findings: The strategic model of security-creating authority based on the vision document 1404 has 6 dimensions in which the political dimension includes 8 components, socio-cultural dimension includes 9 components, economic dimension includes 7 components, scientific-technological dimension includes 4 components, The military dimension consists of 8 components and the environmental dimension consists of 3 components. Conclusion: "National authority" and the resulting "security" are in constant and reciprocal relationship. In other words, security is the result and product of national authority and national authority can be provided through its constituent dimensions and components. Therefore, various organizations and departments related to the vision document of 1404 of our country must take appropriate measures in time to achieve the goals of the vision document
