اقتداربخشي به شوراهاي شهر و روستا و افزايش قدرت نرم جمهوري اسلامي ايران

Empowering city and village councils and increasing the soft power of the Islamic Republic of Iran

حكمراني خوب مفهومي است مشتمل بر معيارها استانداردها،، رويه‌ها و اصول حكومت‌داري كه دولت‌ها از طريق آن امور عمومي را به انجام مي‌رسانند و منابع عمومي را اداره مي‌كنند. شفافيت، مسئوليت، پاسخگويي، مشاركت، حاكميت قانون و انعطاف‌پذيري مهمترين مولفه هاي حكمراني خوب است. در مقاله حاضر تلاش شده به بررسي اين موضوع پرداخته شود كه چه ارتباطي بين اقتداربخشي به شوراهاي شهر و روستا و مؤلفه‌هاي حكمراني خوب وجود دارد و از اين طريق چگونه مي‌توان قدرت نرم كشور را افزايش داد؟ مقاله حاضر توصيفي تحليلي بوده و با استفاده از روش كتابخانه اي به بررسي سوال مورد اشاره پرداخته است. مفهوم حكمراني خوب برحسب سوق دادن نظام‌هاي سياسي به سمت روندهاي دموكراتيك و تأكيد بر عناصري چون مشاركت با اقتداربخشي به نهادهاي محلي چون شوراهاي شهر و روستا ارتباط تنگاتنگي دارد. تقويت مديريت‌هاي محلي در سطح شهر و روستا از شاخص‌هاي مفهوم حكمراني خوب است و مولفه حكمراني و حاكميت قانون از اركان اصلي قدرت نرم به شمار مي‌رود و طبق همين الگو، تقويت اقتدار در سطح شهر و روستا موجب بهبود جايگاه كشور در حوزه قدرت نرم خواهد شد. رابطه ميان اين دو مفهوم جنبه مستقيم و بلاواسطه ديگري نيز دارد و آن اينكه مشاركت مردم در سطح شهر و روستاها معرّف ارتباط عميق ميان مردم و حاكميت و اعتماد ميان آنهاست كه به نوبه خود موجب جلب افكار عمومي شده و تقويت تصوير و برند ملي يا همان قدرت نرم را به دنبال خواهد داشت.

Good governance is a concept that includes the standards, standards, procedures, and principles of governance through which governments conduct public affairs and manage public resources. Transparency, accountability, accountability, participation, the rule of law and flexibility are the most important components of good governance. This article tries to examine the relationship between authorization of city and village councils and the components of good governance, and how can the soft power of the country be increased in this way? The present article is a descriptive-analytical study and examines the question using the library method. The concept of good governance is closely linked to local institutions such as town and village councils in terms of moving political systems toward democratic processes and emphasizing elements such as participation and empowerment. Strengthening local governance in urban and rural areas is one of the indicators of the concept of good governance and the component of governance and rule of law is one of the main pillars of soft power. . The relationship between these two concepts has another direct and immediate aspect, and that is that the participation of people in the city and villages indicates a deep relationship between people and sovereignty and trust between them, which in turn attracts public opinion and strengthens the national image and brand or the same Soft power will follow.
