Investigating the Views on the Concepts of Carrying Capacity and Water Resources Carrying Capacity Around the Critique of the Article “Assessment of Water Resources Carrying Capacity of the River Basins Using the Simulation Approach and Index-Based Evaluation Method; Case Study: Zarrineh-Roud Basin”

همانطور كه بررسي ساير پژوهشگران نيز نشان داده است يكي از اساسي ترين مشكلات در مطالعات انجام شده در زمينه ظرفيت برد، عدم توجه به سير تكامل اين مفهوم و جنبه هاي مختلف آن است. از اين رو اين نوشتار جهت بررسي يكي از اين موارد يعني مقاله "نقدي بر مقاله ارزيابي ظرفيت برد منابع آب حوضه هاي آبريز با استفاده از رويكرد تركيبي شبيه سازي و ارزيابي مبتني بر شاخص؛ مطالعه موردي: حوضه آبريز زرينه رود" تدوين شده است. اين نوشتار سعي در تبيين و تكميل استدلال ها و ديدگاه هاي منتقد(ان)، در جهتي سازنده و با هدف برطرف كردن شبهات و كاستي هاي استدلال هاي انجام شده توسط ايشان و افزايش آگاهي مخاطبان مقاله دارد. اين مقاله ابتدا سعي كرده است با بيان مفاهيم ظرفيت برد و ظرفيت برد منابع آب و معرفي مراجع معتبر به ارايه يك ديد صحيح از اين مفاهيم و برطرف كردن ابهامات اساسي در ديدگاه هاي مطرح شده در اين زمينه بپردازد. سپس با استدلال هاي متنوع، ساده و قابل فهم كه حتي الامكان متناسب با ديدگاه منتقد است و از مراجعي كه ايشان آن ها را مطالعه كرده اند، استخراج شده اند به تمامي ابهامات ايشان پاسخ داده شد. لازم به ذكر است كه نوآوري و ارزش علمي مقاله اي كه منتقد آن را نقد كرده است در رويكرد پرداختن به مساله، چارچوب ارزيابي، انتخاب مدل ها و روش هاي مورد استفاده است، ديدگاه و روش شناسي كه حتي در مقالات مورد استناد منتقد به آن ها توصيه شده و آن ها را به عنوان كليد گمشده تحقيقات پايداري و ظرفيت برد دانسته اند. موارد مطرح شده توسط منتقد اصول اوليه و الفباي مطالعه ظرفيت برد است كه به دليل عدم توجه كامل و كافي ايشان به جنبه هاي ديگر ظرفيت برد مطرح شده و در مقاله منتشر شده نيز به طور كامل رعايت شده اند (مواردي كه در اين متن به آن ها پاسخ داده شد). مفهوم ظرفيت برد، مفهوم به شدت پيچيده با ادبيات پراكنده است لذا وجود ابهامات و اختلاف نظر پيرامون اين مفهوم كاملا بديهي است، بنابراين وارد شدن مفهوم ظرفيت برد منابع و محيط زيست به ادبيات علمي كشور در گرو توجه ويژه پژوهشگران داخلي به اين مفهوم و هم افزايي بين آن ها مي باشد. بديهي است در اين مسير نقدهاي علمي و سازنده بسيار كمك كننده خواهد بود.

As other researchers have shown, one of the main problems in studies in carrying capacity is not paying attention to the evolution of this concept and its various aspects. Therefore, this paper has been compiled to investigate one of these cases, namely the article “Critique of the article on assessment of water resources carrying capacity of the river basins using the simulation approach and index-based evaluation method; case study: Zarrineh-Roud basin”. This article tries to explain and supplement the arguments and views of the critic(s) constructively and to eliminate the doubts and shortcomings of the statements made and increase the awareness of the audience of the article. This article first tries to provide a correct view of these concepts. It eliminates the essential ambiguities in the opinions expressed in this field by stating the concepts of carrying capacity and carrying capacity of water resources and introducing reputable authorities. Then all their ambiguities were answered with various, understandable and straightforward arguments based on the critic's point of view and extracted from the references they have studied. It should be noted that the innovation and scientific value of the article is in approach, the evaluation framework and methods. The approach and methodology recommended in the articles cited by the critics have been considered as the missing key to the other research. The issues raised by the critic are the principles of the carrying capacity studies, which have been considered in the published article. The concept of carrying capacity is complex with scattered literature, so ambiguities and disagreements about this concept are axiomatic. Therefore, introducing the concept of resources and environment carrying capacity into the scientific literature of the country depends on the special attention of domestic researchers to this concept and the synergy between them. Obviously, scientific and constructive critiques will be constructive in this direction.
