Evaluation and ranking of performance indicators in humanitarian logistics using path analysis, fuzzy DEMATEL and SWARA

هدف:هدف اصلي از اين پژوهش، شناسايي و استخراج شاخص‌هاي كليدي عملكرد در لجستيك بشردوستانه، ارزيابي شاخص‌ها و تبيين ارتباط ميان آن‌ها با بكارگيري رويكرد تحليل مسير و تكنيك‌هاي تصميم‌گيري ديمتل فازي و سوارا و ترسيم طرح كلي فرصت‌هاي پژوهشي آينده سنجش عملكرد در لجستيك بشردوستانه مي‌باشد. روش‌شناسي پژوهش:پژوهش حاضر از نظر هدف، كاربردي و از نظر جمع‌آوري داده‌ها، پيمايشي- توصيفي مي‌باشد. جامعه‌ي آماري اين پژوهش را خبرگان، مديران و متخصصان سازمان‌هاي امداد و نجات كشور در زمينه‌ي مسائل مرتبط و درگير در سيستم زنجيره تأمين و لجستيك بشردوستانه و تقريباً 90 نفر تشكيل مي‌دهند كه سعي شده با انتخاب يك نمونه‌ي قابل‌قبول و قابل تعميم از خبرگان، پرسشنامه‌ها به صورت تصادفي ساده، توزيع، و جمع‌آوري شوند. يافته‌ها:يافته نهايي تحليل روابط نشان داد كه "زمان اهداء تا تحويل" از نظر تأثيرگذاري بر ديگر شاخص‌ها به عنوان تاثيرگذارترين شاخص مي‌باشد. نهايتاً با عنايت به حساسيت رتبه‌بندي اين شاخص‌ها از نظر اهميت، از نظرات 20 خبره و متخصص و تكنيك تصميم‌گيري سوارا استفاده شد. خروجي نهايي اين تكنيك نشان از استخراج شاخص عملكردي چهارم يعني "دقت ارزيابي شامل: سرعت و دقت اهداي متعهد و اقلام امدادي تحويل‌داده‌شده به ذينفعان و چگونگي ارزيابي نياز ذينفعان توسط كاركنان" با بيشترين وزن در رتبه اول به عنوان مهم‌ترين شاخص عملكردي لجستيك بشردوستانه و شاخص عملكردي دوم يعني "زمان اهداء شامل: زمان تحويل اقلام امدادي در كشور مقصد پس از يك اهداء و خاطرجمعي از اهداء آن" در رتبه آخر اهميت دارد. اصالت/ارزش افزوده علمي:در اين پژوهش به ارزيابي و رتبه‌بندي شاخص‌هاي عملكردي در لجستيك بشردوستانه با بكارگيري رويكرد تركيبي تحليل مسير و تكنيك‌هاي تصميم‌گيري (ديمتل فازي و سوارا) پرداخته شد و بر اساس نتايج پژوهش، پيشنهادهاي اجرايي و پژوهشي ارائه گرديد.

Performance measurement in humanitarian logistics is considered as one of the basic elements of successful humanitarian operations at operational, tactical and strategic levels. The main purpose of this research is to identify and to extract key performance indicators in humanitarian logistics, evaluating the indicators and explaining the relationship between them using path analysis approach and decision-making techniques of Fuzzy DEMATEL and SWARA and outline future research opportunities to measure performance in humanitarian logistics. Methodology: Performance measurement in humanitarian logistics is considered as one of the basic elements of successful humanitarian operations at operational, tactical and strategic levels. The main purpose of this research is to identify and to extract key performance indicators in humanitarian logistics, evaluating the indicators and explaining the relationship between them using path analysis approach and decision-making techniques of Fuzzy DEMATEL and SWARA and outline future research opportunities to measure performance in humanitarian logistics. Findings: The final finding of relationship analysis showed that "donation to delivery time" is the most influential indicator in terms of influencing other indicators. Finally, considering the sensitivity of ranking these indicators in terms of importance, the opinions of 20 experts and decision-making techniques SWARA used. The final output of this technique indicates the extraction of the fourth functional index i.e. "evaluation accuracy includes: speed and accuracy of committed donation and relief items delivered to stakeholders and how to assess the needs of stakeholders by employees" with the highest weight in the first rank as the most important functional indicator of humanitarian logistics and the second functional index i.e. "donation time includes "The delivery time of relief items in the country of destination after a donation and the collective remembrance of the donation" is important in the last rank. Originality/Value: In this study, performance indicators in humanitarian logistics were evaluated and ranked using a combined approach of path analysis and decision-making techniques (fuzzy DEMATEL and SWARA) and based on the research results, executive and research proposals were presented.
