ارزيابي كارايي پروژه‌ها با استفاده از تحليل پوششي داده‌ها و كارت امتيازي متوازن

Projects efficiency evaluation by data envelopment analysis and balanced scorecard

علي‌رغم پيشرفت‌هاي روزافزون در زمينه مديريت پروژه، هنوز سهم بسيار بالايي از پروژه‌ها با شكست مواجه مي‌شوند. زيرا رويكرد جامعي كه بتوان ارزيابي كاملي از پروژه‌ها انجام داد، وجود ندارد. در اين پژوهش يك روش جديد براي ارزيابي كارايي پروژه­ها معرفي شده است كه با توجه به ماهيت كمي و كيفي مدل طراحي‌شده، عملكرد پروژه‌ها به‌خوبي قابل‌درك ‌باشد. روش‌شناسي پژوهش: اين تحقيق به لحاظ ماهيت از تحقيقات كاربردي بوده و روش تحقيق مورد استفاده در آن زمينه­اي موردي مي­باشد. براي دست­يابي به اطلاعات بخش­هاي نظري از روش­هاي مختلفي همچون مطالعات كتابخانه­اي، مقالات و ژورنال­هاي مرتبط با موضوع تحقيق و براي تعيين شاخص­ها از روش مصاحبه و برگه ارزشيابي استفاده شده است. بعد از استخراج شاخص‌ها و طراحي ساختار شبكه‌اي بر اساس منظر كارت امنيازي متوازن، مدل شيكه‌اي تحليل پوششي داده‌ها ظراحي گرديد و سپس مدل حل و نتايج مورد تجزيه و تحليل قرار گرفت. يافته ها: با استفاده از مدل طراحي‌شده، به ارزيابي كارايي و عملكرد پروژه‌هاي موسسه عمران شهر شيراز از چهار منظر مالي، ذينفعان و شركا و فرآيندهاي داخلي و رشد و يادگيري پرداخته شده است و براساس نتايج به دست آمده، %33 از پروژه‌هاي موسسه عمران ناكارا مي‌باشند و مابقي پروژه‌ها كارا هستند. اصالت/ارزش افزوده علمي: مدل ارائه‌شده در اين مقاله، تلفيقي از تحليل‌پوششي ‌داده‌هاي‌ شبكه‌اي و كارت امتياز متوازن مي‌باشد و يك ارتباط سيستماتيك بين اين دو روش ايجاد شده است به‌طوري كه از يكي از آن‌ها به‌عنوان مكمل و پوشاننده نقاط ضعف روش ديگر باشد.

Despite increasing advances in project management, a very large proportion of projects still fail. Because there is no comprehensive approach to fully evaluate projects. Therefore, in this research, a new method for evaluating the efficiency of projects has been introduced, which is well understood due to the quantitative and qualitative nature of the designed model. Methodology: This research is applied in nature and the research method used in it is case study. Various methods such as library studies, searching articles and journals related to the research topic have been used to obtain information in the theoretical sections, and interviews and questionnaire have been used to determine the indicators. After extracting the indicators and designing the network structure based on the perspective of the balanced scorecard, the data envelopment analysis network model was designed and then the model was solved and finally the results were analyzed. Findings: Using the designed model, the efficiency and performance of Shiraz Civil Institute projects is evaluated from four financial perspectives, stakeholders and partners, and internal processes, and growth and learning. an‎d according to the results, 33% of the projects of the Civil Institute are inefficient and the rest of the projects are efficient. Originality/Value: The model presented in this paper is a combination of network data envelopment analysis and balanced scorecard, and a systematic relationship has been established between the two methods, so that one of them complements and covers the weaknesses of the other method.
