ارائه يك مدل بهينه‌سازي چند هدفه زمان-هزينه-كيفيت براي مسئله برنامه‌ريزي پروژه و تخصيص نيروي انساني با در نظر گرفتن شايستگي

A Multi Objective Time-Cost-Quality Optimization Model fot Project Scheduling and Human Resource Assignment Considering Manpower Competency

امروزه اطلاعات و دانش با زندگي بشر چنان درهم آميخته شده است كه عصر حاضر را عصر اطلاعات ناميده‌اند. در اين شرايط نقش انسان در سازمان و نوع نگاه به او، سهم بسزايي در موفقيت يا شكست سازمان خواهد داشت. با آغاز هزاره سوم، هر روز نقش منابع انساني پررنگ‌تر شده و اكنون از آن به عنوان تنها عامل كسب مزيت رقابتي پايدار ياد مي‌شود. همچنين با توجه به تحولات شگرف در حوزه مديريت منابع انساني، برنامه‌ريزي منابع انساني مبتني برشايستگي‌ها جايگاه ويژه‌اي پيدا كرده است. از اينرو در اين مطالعه مسئله زمان‌بندي پروژه با در نظر گرفتن منابع چندمهارته و شايستگي نيروي انساني مورد بررسي قرار گرفته است. بدين منظور يك مدل بهينه سازي چندهدفه يكپارچه زمان‌بندي پروژه و تخصيص نيروي انساني شامل حداقل‌سازي زمان تكميل پروژه، حداقل‌سازي هزينه اجراي پروژه و حداكثر سازي سطح كيفي پروژه ارائه شده است. براي حل مسئله به طور دقيق، يك مدل برنامه‌ريزي رياضي عدد صحيح مختلط توسعه داده شده و در نرم افزار GAMS پياده سازي شده و با استفاده از رويكرد اپسيلون محدوديت حل شده است. همچنين براي حل مسئله پيشنهادي در ابعاد بزرگ، يك الگوريتم ژنتيك با مرتب سازي نامغلوب (NSGAII) توسعه داده شده است. صحت سنجي الگوريتم پيشنهادي با مقايسه نتايج بدست آمده از آن با حل دقيق انجام گرفته است. نتايج بدست آمده حاكي از عملكرد صحيح الگوريتم فراابتكاري پيشنهادي بوده طوريكه مي‌توان از آن براي حل مسائل در دنياي واقعي بهره برد.

Today, information and knowledge are so intertwined with human life that the present age has been called the information era. In this situation, the role of human in the organization and the way of looking at him/her will have a significant contribution to the success or failure of the organization. The role of human resources is becoming more and more prominent and it is now mentioned as the only factor in gaining a sustainable competitive advantage. Furthermore, due to dramatic developments in the field of human resource management, competency-based human resource planning has found a special place. In this study, a project scheduling problem considering multi-skilled resource and manpower competency is investigated. To do this end, an integrated multi-objective optimization model of project scheduling and human resource assignment including total completion time and execution cost minimization and project quality maximization is presented. To solve problem exactly, a mixed-integer programming model is developed and then solved by ε-constraint method in GAMS software. As the proposed model is NP-hard, a non-dominated sorting genetic (NSGA-II) algorithm is developed to solve the large scale problem. Furthermore, in order to validate the proposed algorithm, its results compare with exact method for instance problem in small scale. Results indicate that the proposed algorithm is outperformed and it can be used for real case problems.
