بين الملل گرايي گزينشي: استراتژي ترامپ براي ايجاد نظم امنيتي هوشمند در غرب آسيا

Selective Internationalism: Trump's strategy to create a smart security order in West Asia

استراتژي خروج از غرب آسيا و چرخش به سمت آسياي جنوب شرقي از زمان اوباما در سياست خارجي ايالات متحده مطرح شده است؛ و به نظر مي‌رسد ترامپ نيز با وجود انتقاداتي كه نسبت به نحوه اجراي اين استراتژي دارد با آن موافق است. هدف اصلي اين پژوهش پاسخ به اين سوال اصلي است كه ترامپ چه برنامه اي براي مديريت تحولات سياسي، اقتصادي و امنيتي منطقه غرب آسيا و اجراي استراتژي خروج از اين منطقه و چرخش به سمت شرق آسيا مطابق با منافع امريكا و هم‌پيمانان خود دارد؟ يافته هاي اين پژوهش با استفاده از چارچوب نظري انزواگرايي نوين يا بين الملل گرايي گزينشي و با استفاده از روش تحقيق توصيفي-تبييني حاكي از آن است كه، ترامپ ابتدا با اقداماتي مانند خروج از توافق برجام زمينه اجراي سياست‌هاي خود را آماده كرد؛ سپس با طرح‌هايي مثل معامله قرن، ناتوي عربي، تلاش براي ترغيب ناتو به مشاركت در بحران هاي منطقه و عضويت كشورهاي منطقه غرب آسيا در اين سازمان، ترور شهيد سليماني و ايده كاهش نفوذ ايران و محور مقاومت، كشاندن پاي انگليس به عنوان بازيگر مداخله‌گر در منطقه، تقسيم هزينه بحران هاي منطقه ميان متحدان امريكا و جلوگيري از شكل‌گيري يك هژمون منطقه‌اي قصد دارد، استراتژي نظم امنيتي هوشمند را در منطقه غرب آسيا اجرايي كرده و بتدريج خروج كم خطر و آرام امريكا از منطقه را محقق كند.

The idea of a strategy to move out of West Asia and turn to Southeast Asia since Obama's Presidency has been put forward in US foreign policy; an‎d Trump seems to agree with that, despite his criticism of how the strategy is being implemented. The main purpose of this study is to answer the main question: What is Trump's plan to manage the political, economic and security developments in the West Asian region and implement the strategy of leaving the region and turning to East Asia in accordance with the interests of the United States and its allies? The findings of this study, using the theoretical framework of modern isolationism or selective internationalism and using descriptive-explanatory research method, show that Trump first prepared the ground for implementing his policies by taking measures such as withdrawing from the Joint Comprehensive Plan of Action (JCPA) agreement. Then, with projects such as Century Deal, Arab NATO, efforts to persuade NATO to participate in regional crises and membership of West Asian countries in this organization, the assassination of Shahid Soleimani and the idea of reducing Iran's influence and the axis of resistance, pulling Britain as an interventionist If the region intends to share the cost of regional crises among US allies and prevent the formation of a regional hegemony, it will implement a smart security order strategy in the West Asian region and gradually achieve a low-risk and quiet exit from the region.
