Development of a Method based on Mobile GIS and VGI to Improve Relief for Victims in Times of Crisis

به جهت ارزش زمان در امداد‌ رساني هنگام وقوع بحران، دسترسي به اطلاعات لحظه‌اي از موقعيت جغرافيايي و شرايط جسمي مصدوم و استفاده از تكنولوژي‌ها و روش‌هاي نوين سيستم اطلاعت جغرافيايي قابل اهميت است. هدف از اين پژوهش ايجاد بستري است كه با استفاده از تكنولوژي Mobile GIS، Web GIS و VGI به انتقال و جمع‌آوري اطلاعات فوري و دقيق كه منجر به كاهش زمان امدادرساني، افزايش سرعت ارسال درخواست كمك آنلاين يا آفلاين توسط آسيب‌ديدگان و به كاهش تلفات انساني گردد. اطلاعات لحظه‌اي در زمينه وضعيت جسمي و موقعيت شخص آسيب‌ديده با توجه به امكانات سخت‌افزاري موردنياز و اهميت زمان در پاسخ به نياز آسيب‌ديدگان از جانب هر حادثه‌ديده فراهم شده و در اين سامانه مورد استفاده قرار مي‌گيرد. در اين تحقيق از اطلاعاتي كه از جانب حادثه‌ديدگان و اطرافيانشان ارسال مي‌شود استفاده شده است. اطلاعات ارسالي در ژئوسرور آناليز مي‌شود. در بحران به دليل حل معضل قطع اينترنت خروجي اين پژوهش بصورت برنامه موبايل با سيستم عامل‌هاي اندرويد و IOS بصورت پيامكي مورد استفاده قرار گرفت. علاوه بر آن نسخه تحت وب اين سامانه در زمان اتصال به اينترنت، در دسترس قرارداشت. پس از اجراي اين سامانه، با اطلاعات حاصله يك نقشه لحظه‌اي در دسترس مدير امداد و نجات قرار گرفت كه شامل نقشه‌بندي نوع كمك‌رساني براي هر نفر و يا به صورت دسته‌اي براي گروهي از مصدومين در يك محدوده مشخص جغرافيايي بود كه كمك قابل توجهي در تصميم‌گيري‌هاي مديران امداد داشت.

Due to the value of time in disaster relief, access to current information about the geographical location and physical condition of the injured and the use of new technologies and methods of GIS is important. The purpose of this study is to create a platform that uses Mobile GIS, Web GIS and VGI technology to transfer and collect immediate and accurate information that leads to reducing relief time, increasing the speed of sending online or offline assistance requests by victims and reducing casualties. Real-time information on the physical condition and position of the injured person according to the required hardware facilities and the importance of time in responding to the needs of the injured is provided by each victim and used in this system .In this research, the information sent by the victims and those around them has been used. The information sent in the geoserver is analyzed .At the disaster, due to solving the problem of disconnecting the Internet, the output of this research was used as a mobile application with Android and IOS operating systems. In addition, the web version of the system was available when connected to the Internet. After the implementation of this system, with the obtained information, an Instant map was made available to the rescue manager, which included mapping the type of assistance and relief for each person or in groups for a group of injured in a specific geographical area, which help to assistance-and-relief managerschr('39') decision-making process.
