چكيده فارسي :
هدف اين پژوهش ارائه چارچوبي براي دادگان ملي با تمركز بر حاكميت داده مي باشد تا بدين وسيله بتوان با درنظر گرفتن پارامترهاي حكمراني داده، الگوي موثر براي همه بخش هاي كشور در تعامل با دادگان ملي ايجاد نمود. رويكرد اين پژوهش كيفي و روش تحقق آن تركيبي مي باشد. براي اين پژوهش ابتدا مقالات مرتبط با سازماندهي دادگان ملي و تسري حاكميت داده استخراج گرديد و پس از هماني سازي مقالات و مبتني بر الگو طراحي اكوسيستم هاي فناوري، 10 مولفه كليدي به عنوان ماژول هاي اصلي استخراج شد. در ادامه با بررسي مقالات و با استفاده از مصاحبه و تشكيل گروه هاي دلفي و تحليل خبرگاني براي هر يك از ماژول ها ، شاخص و زير شاخص ها احصاء گرديد. با طراحي دو پرسشنامه با محور راهبردي-مديريتي و فني –حقوقي، 22 شاخص و 154 زير شاخص با استفاده از تحليل هاي همبستگي و آماري نهايي گرديد. از اين پژوهش مي توان به عنوان يك مرجع علمي براي ايجاد خزانه داده ملي در كشور بهره برد. پيشنهاد مي گردد توسعه زيرساخت هاي فني و الگوهاي حاكميت داده در ابعاد ملي با توجه به ماژول ها و شاخص هاي احصا شده در اين پژوهش بررسي گردد.
چكيده لاتين :
the goal of this research is mainly presenting a framework for national data with the concentration on parameters respecting data governance in order to design an effective and comprehensive pattern for all spots interacting with national data. The author has adopted descriptive approach and mixed method for this research. In the first step, the articles regarding national data organization are extracted and subsequently accorded with the articles based on technology ecosystem design patterns, 10 key components are formed as main modules. Thereafter, for each module, indexes and sub-indexes are taken into account by considering articles and also taking advantages of interviews and Delphi method. by designing two questionnaires, strategy-management and technical-lawful oriented, total number of 22 indexes and 154 sub-indexes are collected. the research has the capacity of being a scientific reference for the national data vault. it is recommended that development of technical infrastructure and data governance patterns in national level accorded with indexes and sub-indexes counted in this research
