وضعيت پوشش حمايتي كميته امداد امام‌خميني(ره) و سازمان بهزيستي از سالمندان كشور؛ يك مطالعه‌ي ميان استاني

Status of supportive coverage of Imam Khomeini Relief Foundation and Welfare Organization for the Elderly; An inter-provincial survey

امروزه، يكي از موضوعات مهم در خصوص مطالعات سالمندي، بررسي وضعيت پوشش حمايتي سالمندان توسط نهادها و ارگان‌هاي عرضه‌كننده‌ اينگونه خدمات است. طبيعي است با افزايش تعداد سالمندان كشور، ضرورت رفع نيازهاي خاص اين گروه جمعيتي، در اولويت سياست‌گذاري و برنامه‌ريزي قرار گيرد. هدف از اين پژوهش، مقايسه و بررسي وضعيت پوشش سالمندان تحت حمايت كميته امداد امام خمينيw و سازمان بهزيستي كشور، به‌عنوان دو نهاد حمايت‌كننده اصلي از سالمندانِ كم‌توان و بي‌بضاعت جامعه است. پرسش اصلي كه در اين كاوش در جست‌وجوي پاسخ بدان هستيم، اين كه با افزايش تعداد سالمندان كشور، چتر حمايتي نهادهاي رسمي حمايتي از آنان، افزايش داشته است يا خير؛ و وضعيت اين پوشش در‌ سطح كشوري و استاني طي سال‌هاي اخير چگونه بوده است؟ نتايج اين مطالعه نشان مي‌دهد طي دوره‌ 1394 تا 1397 ميزان پوشش اين دو نهاد از سالمندان كشور از 33/7 درصد به 27/4 درصد كاهش داشته است. اين سخن بدان معناست كه چتر حمايتي در اين دو نهاد حمايتي، متناسب با رشد جمعيتِ سالخورده، نه‌تنها افزايش مهمي نداشته، بلكه روندي كاهشي نيز داشته است. بيشترين ميزان پوشش حمايتي دو نهاد حمايتي مذكور از سالمندان، مربوط به استان‌هاي سيستان ‌و ‌بلوچستان، ايلام و كهگيلويه‌‌ و بوير‌احمد و كمترين ميزان مربوط به استان‌هاي تهران، البرز و اصفهان بوده است

Today, one of the most important issues in the study of aging is the review of the coverage of the elderly by supportive institutions. With the increase in the number of elderly people in the country, the need to meet the special needs of this population group is a priority in policy-making and planning. The purpose of this study is to compare and review the coverage of the elderly under the auspices of the Imam Khomeini Relief Foundation and the Welfare Organization, as two major organizations supporting the poor elderly in society. The main question that we are looking for an answer in this study is whether, as the number of elderly people in the country has increased, the coverage of official organizations supporting them has increased or not; an‎d what has been the status of this coverage at the national and provincial levels in recent years? The results of this study show that during the period 1394 to 1397, the coverage of these two organizations of the elderly in the country has decreased from 33.7% to 27.4%. This means that the level of support in these two organizations has been declining in proportion to the growth of the elderly population. The highest amount of support coverage of the two mentioned institutions for the elderly was related to Sistan and Baluchestan, Ilam, Kohgiluyeh and Boyer-Ahmad provinces and the lowest amount was related to Tehran, Alborz and Isfahan provinces.
