ﺟﺎﯾﮕﺎه ﻗﺪرت ﻧﺮم در ﺑﺴﺘﺮﻫﺎي ﻏﺎﻓﻠﮕﯿﺮي راﻫﺒﺮدي ﺟﻤﻬﻮري اﺳﻼﻣﯽ اﯾﺮان

The Position of Soft Power in the Contexts of Strategic Surprise of Islamic Republic of Iran

ﺗﺄﻣﯿﻦ و ﺗﻀﻤﯿﻦ اﻣﻨﯿﺖ در ﻓﻀﺎي ﺑﺮوز و ﻇﻬﻮر ﺗﻬﺪﯾﺪﻫﺎي ﮔﻮﻧﺎﮔﻮن در ﻧﻈﺎم اﻣﻨﯿﺖ ﻣﺘﺤﻮل ﺷﺪه ﺟﻬﺎﻧﯽ، اوﻟﻮﯾﺘﯽ ﻣﻬﻢ ﺑﺮاي ﺗﻤﺎﻣﯽ دوﻟﺖﻫﺎ اﺳﺖ. در ﭼﻨﯿﻦ ﻓﻀﺎﯾﯽ، ﺟﻤﻬﻮري اﺳﻼﻣﯽ اﯾﺮان ﺑﻪﻋﻨﻮان ﻧﻈﺎﻣﯽ ﺿﺪﺳﻠﻄﻪ در ﻣﻌﺮض ﺗﻬﺪﯾﺪﻫﺎي ﻣﺘﻌﺎرف و ﻏﯿﺮﻣﺘﻌﺎرف ﮔﻮﻧﺎﮔﻮن از ﺳﻮي ﮐﻨﺸﮕﺮان ﻣﻨﻄﻘﻪاي و ﻏﯿﺮﻣﻨﻄﻘﻪاي اﺳﺖ، ﺗﻬﺪﯾﺪﻫﺎﯾﯽ ﮐﻪ درك درﺳﺖ آنﻫﺎ از اﻫﻤﯿﺘﯽ ﻏﯿﺮﻗﺎﺑﻞاﻧﮑﺎر ﺑﺮاي دﺳﺘﮕﺎه اﻣﻨﯿﺘﯽ و ﺳﯿﺎﺳﺖ ﺧﺎرﺟﯽ ﮐﺸﻮر ﺑﺮﺧﻮردار اﺳﺖ. در ﺗﻮﺿﯿﺢ ﺷﯿﻮه ﺑﺮوز اﯾﻦ ﺗﻬﺪﯾﺪﻫﺎ ﺑﺎﯾﺪ ﮔﻔﺖ ﮐﻪ آنﻫﺎ دﻗﯿﻘﺎً ﺑﺎ ﺷﻨﺎﺧﺖ ﺧﻸﻫﺎي راﻫﺒﺮدي و ﺿﻌﻒﻫﺎي اﺳﺘﺮاﺗﮋﯾﮏ در ﺣﻮزهﻫﺎي اﻗﺘﺼﺎدي، ﺳﺎﯾﺒﺮي، دﻓﺎﻋﯽ و... ﺳﻌﯽ ﻣﯽﮐﻨﻨﺪ ﺗﺎ ﺿﺮﺑﻪ را ﺑﻪ ﻫﻤﯿﻦ ﻧﻮاﺣﯽ وارد ﮐﺮده و ﺑﺎ اﻗﺪاﻣﺎت اﯾﺬاﯾﯽ و ﭼﻨﺪﺑﻌﺪي، دﺳﺘﮕﺎه اﻣﻨﯿﺘﯽ ﺟﻤﻬﻮري اﺳﻼﻣﯽ اﯾﺮان را دﭼﺎر ﻧﻮﻋﯽ ﻏﺎﻓﻠﮕﯿﺮي راﻫﺒﺮدي ﮐﻨﻨﺪ. ﺑﺮ اﯾﻦ اﺳﺎس، ﺳﺆال اﯾﻦ ﭘﮋوﻫﺶ آن اﺳﺖ ﮐﻪ ﻗﺪرت ﻧﺮم ﭼﮕﻮﻧﻪ ﻣﯽﺗﻮان ﺳﺒﺐ ﻏﺎﻓﻠﮕﯿﺮي راﻫﺒﺮدي ﺷﻮد؟ در ﭘﺎﺳﺦ ﺑﻪ اﯾﻦ ﭘﺮﺳﺶ، ﻓﺮﺿﯿﻪ اﯾﻦ ﭘﮋوﻫﺶ اﯾﻦﮔﻮﻧﻪ ﻣﻄﺮح ﻣﯽﺷﻮد ﮐﻪ ﺷﻨﺎﺧﺖ درﺳﺖ از ﺿﻌﻒﻫﺎي ﻣﻮﺟﻮد در ﺣﻮزهﻫﺎي اﻗﺘﺼﺎدي، ﺳﺎﯾﺒﺮي و دﻓﺎﻋﯽ و ﺗﻘﻮﯾﺖ زﯾﺮﺳﺎﺧﺖﻫﺎي دﻓﺎﻋﯽ در اﯾﻦ ﺣﻮزهﻫﺎ، دو ﮔﺎم ﻣﻬﻢ در ﺟﻬﺖ ﺟﻠﻮﮔﯿﺮي از ﺑﺮوز ﻏﺎﻓﻠﮕﯿﺮي راﻫﺒﺮدي ﻣﯽﺑﺎﺷﻨﺪ. ﯾﺎﻓﺘﻪﻫﺎي اﯾﻦ ﭘﮋوﻫﺶ ﻧﺸﺎن از آن دارد ﮐﻪ ﻗﺪرت ﻧﺮم ﺑﺎ ﺗﺄﺛﯿﺮ ﺑﺮ دﭘﯿﻠﻤﺎﺳﯽ و ﻧﻔﻮذ ﺑﺮ ﻓﻀﺎي ﻓﮑﺮي اﺟﺘﻤﺎع ﺳﺒﺐ ﺑﻪ وﺟﻮد آﻣﺪن ﻏﺎﻓﻠﮕﯿﺮي ﺑﺮاي ﻧﻈﺎم ﺳﯿﺎﺳﯽ ﻣﯽﺷﻮد. اﯾﻦ ﻣﻘﺎﻟﻪ ﺑﺎ روش ﺗﻮﺻﯿﻔﯽ ـ ﺗﺤﻠﯿﻠﯽ و ﺑﺎ اﺳﺘﻔﺎده از ﺗﺠﺰﯾﻪوﺗﺤﻠﯿﻞ دادهﻫﺎي ﺑﻪ روش ﮐﺘﺎﺑﺨﺎﻧﻪاي اﻧﺠﺎم ﺷﺪه اﺳﺖ.

Providing and securing security in the incidence and emergence of various threats in the global security system is an important priority for all governments. In such an atmosphere, the Islamic Republic of Iran, as an anti-domination system, is subject to conventional and unconventional threats from regional and unrealistic actors, threats that proper understanding of the importance of the country is for the country's security and foreign policy. In explaining the way these threats occur, it should be said that they by recognizing strategic gaps and strategic weaknesses in the fields of economics, cyber, defense, etc. try to damage these fields and surprise security system of Islamic Republic of Iran strategically by harassment and multidimensional actions. Accordingly, the question of this research is that how soft power can cause strategic surprise? In response to this question, the main hypothesis is that proper recognition of the weaknesses in the economic, cyber and defense fields and strengthening defense infrastructure are two important steps to prevent strategic surprise. The findings of this research show that soft power with an effect on diplomacy and influence on the intellectual space of the community leads to surprise for the political system. This paper carried out using descriptive-analytical method using library method analysis.
