چكيده فارسي :
مقدمه و هدف پژوهش: پژوهش حاضر با هدف ارزيابي كارنامه‌ي ده‌ساله‌ي مديريت فرهنگي در حوزه‌ي ميراث فرهنگي ناملموس در جمهوري اسلامي ايران انجام شده است.
روش پژوهش: روش تحقيق حاضر، كمي و مبتني بر ابزار پرسشنامه مي‌باشد. پرسشنامه براساس استاندارد "چارچوب نتايج كلي كنوانسيون پاسداري از ميراث فرهنگي ناملموس"، نتيجه‌ي يك فرايند مشورتي جمعي، مصوبۀ مجمع عمومي كشورهاي عضو كنوانسيون در جلسه هفتم كميته يونسكو، در دو نسخه مجزا براي گروه مديران و مسئولان و هم‌چنين دانشگاهيان و متخصصان طراحي شده است. جامعه آماريِ اين پژوهش، شامل معاونت ميراث فرهنگيِ وزارت ميراث فرهنگي، گردشگري و صنايع دستي و ادارات كل استاني، پژوهشگاه‌ها، مراكز، ادارات و بخش‌هاي دولتي و نيمه دولتي وابسته به آن و هم‌چنين جامعه علمي و دانشگاهي و انجمن‌هاي مردم نهاد مرتبط مي‌باشند. با توجه به محدوديت جامعه آماري از روش تمام شمار براي انتخاب اعضاي جامعه استفاده شده است كه در نهايت پرسشنامه‌ها توسط 26 نفر از اعضاي جامعه آماري مديران و مسئولان و 42 نفر نيز از جامعه دانشگاهيان، متخصصان آزاد و انجمن‌ها تكميل و داده‌ها جمع‌آوري شده است.
يافته‌ها: نتايج بدست آمده از وضعيت موجود عملكرد مديريت فرهنگي در حوزه‌ي ميراث فرهنگي ناملموس در جمهوري اسلامي ايران بيانگر آن است كه دو شاخص سياهه‌برداري و پژوهش و سياست‌ها و اقدامات قانوني و اداري در وضعيت تا حد مطلوبي قرار دارند. در مقابل، ساير شاخص‌هاي عملكرد شامل ظرفيت‌هاي انساني و سازماني، انتقال و آموزش بيانگر وضعيت تا حد كمي مطلوب مي‌باشند. هم‌چنين شاخص كل عملكرد نيز نشان‌دهنده وضعيتي تا حدي مطلوب از عملكرد مديريت فرهنگي در حوزه‌ي ميراث فرهنگي ناملموس در جمهوري اسلامي ايران مي‌باشد.
نتيجه‌گيري: براساس نتايج بدست آمده، كليه شاخص‌هاي مربوط به وضعيت موجود عملكرد مديريت فرهنگي در جمهوري اسلامي ايران از متوسط وضعيت مطلوب فاصله دارند.
چكيده لاتين :
The aim of this study was to evaluate the tenyear record of cultural management in the field of ICH in the Iran. The method of the present research is quantitative and based on the questionnaire. The questionnaire is designed based on the ORF of the 2003 Convention, the result of a collective consultation process, approved by the GA , The statistical population of this study includes the Deputy Minister of ICHHTO and provincial , research institutes, departments and governmental and NGOs , the academic association. Due to the limitations of the statistical population, the whole number method has been used to select members of the community. The questionnaires given by 26 members of the statistical community of managers and officials and 42 members of the academic community, freelancers and NGOs. The results obtained from the current situation of cultural management performance in the field of ICH in Iran indicate the two indicators of inventory and research and legal policies and measures are in a good position. In contrast, other performance indicators, including human and organizational capacity, transfer, and training, indicate a somewhat favorable situation. Also, based on the obtained results, the total performance index indicates a somewhat favorable situation of the performance of cultural management in the field of ICH in the Iran. Based on the results, all indicators related to the current situation of cultural management performance in Iran are far from the average of the desired situation.
