بررسي تاثير موانع حقوقي فايناس در سرمايه‌گذاري خارجي بر اقتصاد ايران

Investigating the Impact of Legal Foreign Investment Financing Barriers on Iran's Economy

حمايت همگاني از سرمايه‌گذاري خارجي، ابزاري براي رسيدن به رشد و توسعه اقتصادي در برنامه‌هاي مدون كشورها، به ويژه ممالك در حال توسعه است. از اين‌رو بررسي معيارها و عوامل جذب سرمايه‌گذاري از مهم‌ترين زمينه‌هاي مطالعاتي اقتصاد‌دانان است. قرارداد فاينانس با بانك‌هاي خارجي مي‌تواند پاسخ‌گوي مشكلات اقتصادي و بر طرف‌كننده نيازها باشد؛ يكي از مسايلي كه در حال حاضر اقتصاد ايران با آن روبرو است كمبود منابع مالي براي اهداف بلند مدت پنج ساله مي‌باشد. در حال حاضر بيشتر بنگاه‌هاي توليدي كشور با اين معضل بزرگ مالي دست و پنجه نرم مي‌كنند. سرمايه‌گذاري خارجي در قراردادهاي فاينانس از مزيت‌هاي فراواني برخوردار است. اولين معضل انعقاد قرارداد سرمايه‌گذاري حل مسايل مالي اين‌گونه پيمان‌ها مي‌باشد. عقد قرارداد فاينانس يك طرف مسئله و تكميل پروژه‌ و بازگرداندن وام‌ طرف ديگر ماجرا است، بايد توجه داشت كه منابع مالي حاصل از فاينانس به پروژه‌هايي اختصاص يابند كه بازده مناسبي داشته تا بتوان اقساط وام‌ را به موقع پرداخت كرد. مبادا مواردي مشابه اتفاقات دهه‌ي هفتاد ميلادي تكرار شده در ضمن موجب نشود در آينده بدهي‌ ارزي براي كشور به بار آورد، هرگاه مديريت پروژه‌ كارا باشد مي‌توان از اين منابع درست استفاده كرده، ساختار اقتصاد را بهبود بخشيد. اين مقاله به روش توصيفي-تحليلي با بهره‌گيري از منابع كتابخانه‌اي به بررسي رابطه‌ي فاينانس با سرمايه‌گذاري خارجي و تاثير آن بر اقتصاد ايران پرداخته است.

Public support for foreign investment is a tool to achieve economic growth and development in the development program of countries, especially developing countries. Therefore, the study of criteria and factors of investment attraction is one of the most important fields of study for economists. Financing agreements with foreign banks can solve one of the biggest problems of the economy and meet the needs; one of the problems that the Iranian economy is currently facing is the lack of financial resources for the implementation of five-year plans, and most manufacturing companies in the country today are struggling with the problem of lack of financial resources. Although foreign investment has more advantages than financing contracts and is a priority, but the problem of lack of sufficient financial resources to carry out investment projects with these contracts needs to be solved. The important thing to keep in mind is that concluding these contracts is an issue, and doing projects and repaying loans is the other side of the story. It should be noted that finances are allocated to projects that have good returns to pay the loan installments on a timely manner, so that what happened in the early 70's does not happen again. We should note that these financing should not cause foreign currency debts for the country in the next few years, if project management is efficient enough, we can use these resources and improve the structure of the economy. This article examines the relationship between finance and its impact on the Iranian economy using a descriptive-analytical method based on library resources.
