چكيده فارسي :
در ﺟﻬﺎن اﻣﺮوز، اﻫﻤ ﯿﺖ ارﺗﺒﺎﻃﺎت و ﺧﺼﻮﺻﺎً اﺳﺘﻔﺎده از ﻓﻀﺎي ﻣﺠﺎزي ﺗﺎ ﺣﺪي اﺳﺖ ﮐﻪ از آن ﺑﻪﻋﻨﻮان راﻫﮑﺎري ﺑﺮاي ﺗﻮﺳﻌﻪ ﯾﺎد ﻣﯽ ﺷﻮد . اﮔﺮﭼﻪ در ﺗﺄﺛﯿﺮﮔﺬاري ﺳﺮﻋﺖ اﯾﻨﺘﺮﻧﺖ و ﻓﻨﺎوري ﻫﺎي ﻧﻮﯾ ﻦ آن در اﻗﺘﺼﺎد ﻣﻨﺎﻗﺸﺎﺗﯽ وﺟﻮد دارد، اﻣﺎ ﺑﻪ دﻟﯿﻞ ﻏﺎﻟﺐ ﺑﻮدن اﺛﺮات ﻣﺜﺒﺖ اﻗﺘﺼﺎدي ﺑﺮ اﺛﺮات ﻣﻨﻔﯽ آن، ﻏﺎﻟﺐ ﮐﺸﻮرﻫﺎي ﺗﻮﺳﻌﻪﯾﺎﻓﺘﻪ و در ﺣﺎل ﺗﻮﺳﻌﻪ ﺑﻪ دﻧﺒﺎل اﻓﺰاﯾﺶ ﺳﻄﺢ دﺳﺘﺮﺳﯽ ﻣﺮدم و ﻧﻬﺎد ﻫﺎي اﻗﺘﺼﺎدي ﺑﻪ ﻓﻨﺎوري ﭘﻬﻦ ﺑﺎﻧﺪ ﻫﺴﺘﻨﺪ. ﻋﻮاﻣﻞ و ﻋﻠﻞ ﻣﺘﻌﺪدي در ﺗﺤﻘﻖ و ﺗﻮﺳﻌﻪ اﯾﻦ ﻓﻨﺎوري وﺟﻮد دارد، اﻣﺎ ﺑﺴﯿﺎري از ﮐﺎرﺷﻨﺎﺳﺎن ﻣﻌﺘﻘﺪﻧﺪ ﮐﻪ ﺑﺨﺶ ﻋﻤﻮﻣﯽ و دوﻟﺘﯽ ﻣﻬﻢ ﺗﺮﯾﻦ ﻧﻘﺶ را در ﺗﻮ ﻟﯿﺪ و اﺳﺘﻔﺎده از ﺧﺪﻣﺎت ﭘﻬﻦ ﺑﺎﻧﺪ دارد. ﻟﺬا اﯾﻦ ﭘﮋوﻫﺶ ﺑﺮاي ﺑﺮرﺳﯽ اﯾﻦ ﻣﺴﺌﻠﻪ، ﺑﻪ ﻣﻄﺎﻟﻌﻪ ﺗﺠﺮﺑﻪ ﮐﺸﻮرﻫﺎي ﭘﯿﺶ رو در زﻣﯿﻨﻪ ﻓﻨﺎوري ﭘﻬﻦ ﺑﺎﻧﺪ ﭘﺮداﺧﺘﻪ و ﺳﯿﺎﺳﺖ ﻫﺎي دوﻟﺖ ﻫﺎ در ﺗﻮﺳﻌﻪ اﯾﻦ ﻓﻨﺎوري را ﻣﻮرد ﻣﺪاﻗﻪ ﻗﺮار داده اﺳﺖ. ﻧﺘﺎﯾﺞ اﯾﻦ ﭘﮋوﻫﺶ ﮐﻪ ﺑﺎ روش ﺗﺤﻘﯿﻖ ﺗﺤﻠﯿﻠﯽ – ﺗﻮﺻﯿﻔﯽ و ﺑﺎ اﺳﺘﻔﺎده از ﻣﻨﺎﺑﻊ ﮐﺘﺎﺑﺨﺎﻧﻪ اي، ﺗﺤﻠﯿﻞ اﺳﻨﺎدي و ﻧﯿﺰ ﺗﺤﻘﯿﻖ و ﺗﻮﺳﻌﻪ ﺑﻪ دﺳﺖ آﻣﺪه اﺳﺖ، ﺿﻤﻦ ﺗﺄﯾﯿﺪ اﻫﻤﯿﺖ ﻧﻘﺶ دوﻟﺖ ﻫﺎ در ﺗﻮﺟﻪ و اﻫﺘﻤﺎم ﺑﻪ ﺗﻮﺳﻌﻪ ﻓﻨﺎوري ﭘﻬﻦ ﺑﺎﻧﺪ و ﻟﺰوم ﺳﯿﺎﺳﺖ ﮔﺬاري در زﻣﯿﻨﻪ ﺗﻮﺳﻌﻪ اﯾﻦ ﻓﻨﺎوري، ﻧﺸﺎن ﻣﯽدﻫﺪ ﮐﻪ ﻣﯽﺗﻮان اﯾﻦ ﺳﯿﺎﺳﺖ ﻫﺎ را ذﯾﻞ ﺳﻪ ﻋﻨﻮان ﺳﯿﺎﺳﺖ ﻫﺎي ﻋﻤﻮﻣﯽ، ﺳﯿﺎﺳﺖﻫﺎي ﻃﺮف ﻋﺮﺿﻪ و ﺳﯿﺎﺳﺖ ﻫﺎي ﻃﺮف ﺗﻘﺎﺿﺎ دﺳﺘﻪ ﺑﻨﺪي ﻧﻤﻮد
چكيده لاتين :
Today, the importance of communication especially in cyberspace has grown rapidly so that it has been recognized as a strategy for development. Although there are controversies about the effectiveness of the speed of the internet and its new technologies on the economy, but dominance of positive economic effects on its negative ones, has made most countries, trying to increase the access of people and economic institutions to broadband technology. Among different factors affecting the development of this technology, many experts believe that the public sector plays the most important role in the production and use of broadband services. This study is aimed to study the experience of leading countries in the field of broadband technology and scrutinizing government policies in the development of broadband technology. Using analytic-descriptive methodology, the results of this study confirm the important role of governments’ interest in the development of broadband technology and the need for policy-making in this technology. These policies can be grouped under three headings of public policies, supply-side policies and demand-side policies.
