Governance innovation in performing the macro defense-political duties of the government

زمينه و هدف: انجام بهينه وظايف كلان دفاعي-سياسي از مهمترين اركان حفظ و صيانت از كشور است. بنابراين، هدف پژوهش، طراحي مدلي در زمينه نوآوري حاكميتي و ارايه ايده‌هاي نوين در راستاي انجام وظايف كلان دفاعي-سياسي دولت جمهوري اسلامي ايران مي‌باشد. روش‌شناسي: اين پژوهش از حيث ماهيت داده‌ها، آميخته (كيفي-كمّي) است. در بخش كيفي، جامعه آماري شامل خبرگان دانشگاهي و سازماني است و داده‌ها از طريق بررسي مباني نظري استخراج شد و از طريق گروه كانوني با خبرگان مصاحبه كيفي صورت گرفت. در بخش كمّي، جامعه آماري شامل مديران، معاونين و كاركنان سازمان‌هاي دولتي، نظامي و مردم نهاد است و داده‌ها با پرسشنامه پيمايشي گردآوري شد. مدل كمّي تحقيق با سيستم استنتاج فازي طراحي گرديد. يافته‌ها: دولت، بخش نظامي و جامعه مدني به عنوان نقش‌آفرينان براي انجام وظايف كلان دفاعي-سياسي مورد شناسايي قرار گرفتند. ارتقاي امور دفاعي-سياسي در سطوح فرد، سازمان و سيستم منجر به بهينه شدن وظايف كلان دفاعي-سياسي دولت مي‌شود. امور دفاعي-سياسي در سطح سازمان بيشتر از سطوح ديگر بر انجام بهينه وظايف كلان دفاعي-سياسي دولت اثرگذار است. در سطح فرد، جامعه مدني نقش محوري داشته و در سطح سازمان و سيستم به ترتيب نظامي و دولت نقش محوري دارند. نتيجه‌گيري: به منظور بهينه‌سازي وظايف كلان دفاعي-سياسي، انجام اين وظايف در سطح فرد به جامعه مدني، در سطح سازمان به بخش نظامي و در سطح سيستم به دولت واگذار شود.

Context/Purpose: Optimal fulfillment of macro defense-political duties is one of the most important pillars of protection and preservation of the country. Therefore, the purpose of this study is to design a model in the field of governance innovation and present new ideas in order to perform the macro defense-political duties of the Government of the Islamic Republic of Iran. Methodology: This research is mixed method (qualitative-quantitative) in terms of the data nature. In the qualitative section, the statistical population includes academic and organizational experts, and the data were extracted through a review of theoretical foundations and a qualitative interview with experts was conducted through a focus group. In the quantitative part, the statistical population includes managers and employees of governmental, military and non-governmental organizations and the data were collected through a survey questionnaire. Quantitative research model was designed with fuzzy inference system. Findings: The government, the military and civil society were identified as actors for macro defense-political duties. Improving defense-political affairs at the levels of the individual, organization and system leads to the optimization of the defense-political duties of the government. Defense-political affairs at the level of the organization are more effective than other levels in performing the optimal macro defense-political duties of the government. At the individual level, civil society plays a pivotal role, and at the organizational level and system level, the military and government play a pivotal role, respectively.
