طراحي مدل مطلوب حكمراني خوب شهري در اصفهان با رويكرد تحليل موانع برنامه ريزي و مديريتي

Investigating the barriers to planning and management of good urban governance in Isfahan in order to design an optimal model

حكمراني شهري نقش مهمي ‌در موفقيت برنامه ها و طرح‌هاي توسعه شهري دارد. هدف پژوهش حاضر بررسي موانع برنامه ريزي و مديريتي حكمراني خوب شهري به منظور ارائه مدل مطلوب مي‌باشد. در اين پژوهش، ابتدا موانع مذكور از طريق مطالعات كتابخانه اي و اكتشافي و سپس نظرسنجي از خبرگان آگاه به موضوع با استفاده از تكنيك دلفي، مورد شناسايي قرار گرفت و سپس اين عوامل در قالب الگوي طراحي شده در جامعه آماري مورد نظر به آزمون گذاشته شد. جامعه آماري پژوهش كليه كاركنان شهرداري اصفهان با تعداد 1693 بود. كه با استفاده از فرمول كوكران و با استفاده از روش نمونه گيري طبقه اي تصادفي متناسب با حجم طبقه تعداد 315 نفر بعنوان نمونه انتخاب شدند. پژوهش حاضر از نوع پژوهش‌هاي توصيفي-همبستگي است كه به روش پيمايشي انجام شده است. از نظر هدف، توسعه اي-كاربردي است. در اين پژوهش جهت گردآوري اطلاعات، از دو پرسشنامه حكمراني خوب و موانع برنامه ريزي استفاده شد كه روايي آنها به ترتيب 980/0 و 973/0 و پايايي823/0 و 959/0 بود. تجزيه و تحليل داده‌ها با استفاده از نرم ‌افزارهاي SPSS و AMOS ويراست 23 انجام‌ شد. يافته‌هاي پژوهش ضمن تأييد الگوي پيشنهادي پژوهش، نشان داد موانع برنامه‌ريزي و مديريت، بر حكمراني خوب شهري در شهرداري اصفهان اثر منفي و معناداري دارد. (001/0=p، 132/0-β=). بر اساس مقدار ضريب تعيين، 2 درصد از تغييرات حكمراني خوب شهري توسط موانع برنامه‌ريزي و مديريتي تبيين مي‌شود. با توجه به اين موانع مي توان به راهبردهايي جهت توسعه و گسترش شهرها و حكمراني خوب شهري دست يافت.

Urban governance plays an important role in the success of urban development programs and schemes .The purpose of this study is to investigate the barriers to planning and management of good urban governance in order to provide a desirable model .In this study, first the barriers of fog were expressed above through library and exploratory studies and then a survey of knowledgeable experts using the Delphi technique was identified and then these factors in the form of a model designed in the statistical population. Was tested. The statistical population of the study was all employees of Isfahan Municipality, whose number was 1693 people who were selected using Cochran's formula and with the help of stratified random sampling method in proportion to the floor size, 315 people were selected. The present study is a descriptive-correlational research that was conducted by survey method .In terms of purpose, it is development-applied. The data collection method is a combination of library and field studies. The tools of data collection are review of documents, interviews and questionnaires. In this study, two questionnaires were used that confirmed the validity and reliability. Data analysis was performed using SPSS and AMOS software version 23 .In this study, the level of significance was considered 0.05. Descriptive and inferential statistics were used to analyze the data. Findings of the research, while confirming the proposed research model, showed that obstacles in the theoretical field of planning and management have a negative and significant effect on good urban governance in Isfahan Municipality.
