چكيده فارسي :
ﻣﻮﻓﻘﯿﺖ ﺑﯿﺶ از ﭘﯿﺶ دوﻟﺖ ﻣﺮدﻣﯽ، ﺣﺼﻮل اﻃﻤﯿﻨﺎن از وﺟﻮد ﮐﺎرﮐﻨﺎﻧﯽ ﺷﺎﯾﺴﺘﻪ و اﺛﺮ ﺑﺨﺶ)ﻣﻄﻠﻮب( در ﺳﯿﺴﺘﻢ دوﻟﺘﯽ ﮐﺸﻮر اﺳﺖ. وﺟﻮد ﭼﻨﯿﻦ ﮐﺎرﮐﻨﺎﻧﯽ ﻣﯽ ﺗﻮاﻧﺪ دوﻟﺖ ﻣﺮدﻣﯽ را در اﻧﺠﺎم رﺳﺎﻟﺖ ﺧﻮﯾﺶ و اﺟﺮاي ﻋﺪاﻟﺖ، ﺑﻪ ﺷﮑﻞ ﻣﻄﻠﻮب ﯾﺎري ﻧﻤﺎﯾﺪ. آﯾﻨﺪه ﭘﮋوﻫﯽ ﻋﻠﻢ ﻣﻄﺎﻟﻌﻪ ﻧﻈﺎم ﻣﻨﺪ آﯾﻨﺪه ﻫﺎي ﻣﻤﮑﻦ، ﻣﺤﺘﻤﻞ، و ﻣﻄﻠﻮب اﺳﺖ. ﺗﺼﻮﯾﺮﭘﺮدازي ﺗﻼﺷﯽ اﺳﺖ ﺧﻼﻗﺎﻧﻪ ﺑﺮاي ﺗﺠﺴﻢ، ﺷﻨﺎﺧﺖ، و ﺳﺎﺧﺖ ﻫﺪﻓﻤﻨﺪ آﯾﻨﺪه ﻫﺎي ﻣﻤﮑﻦ، ﻣﺤﺘﻤﻞ، و ﻣﻄﻠﻮب ﺑﺎ ﺗﮑﯿﻪ ﺑﺮ واﻗﻌﯿﺎت ﺑﯿﺮوﻧﯽ، ﮐﻪ ﻫﺪف اﺻﻠﯽ آن
دادن ﻫﺸﺪار، ﯾﺎ اﯾﺠﺎد وﺿﻌﯿﺘﯽ ﻣﻄﻠﻮب اﺳﺖ. ﻫﺪف اﯾﻦ ﭘﮋوﻫﺶ، ﮐﺸﻒ ﺗﺼﻮﯾﺮ ﮐﻠﯿﺪي ﺗﺮﯾﻦ ﺷﺎﯾﺴﺘﮕﯽ ﻫﺎي ﻣﻮرد ﻧﯿﺎز ﺑﺮاي ﺗﻮﺳﻌﻪ ﻣﻨﺎﺑﻊ اﻧﺴﺎﻧﯽ دوﻟﺖ ﻣﺮدﻣﯽ ﺗﺎ اﻓﻖ 1404 ﻣﯽ ﺑﺎﺷﺪ. از آﻧﺠﺎ ﮐﻪ ﮐﺎوش در دﻧﯿﺎي ذﻫﻨﯽ و ﺗﺠﺎرب اﻓﺮاد و اﺳﺘﺨﺮاج ﻧﮕﺮش آن ﻫﺎ ﻣﺴﺘﻠﺰم ﺑﻬﺮه ﮔﯿﺮي از روش ﻫﺎي ﮐﯿﻔﯽ ﭘﮋوﻫﺶ اﺳﺖ از روش ﮔﺮاﻧﺪد ﺗﺌﻮري ﺑﺮاي اﻧﺠﺎم ﺗﺤﻘﯿﻖ ﺑﻬﺮه ﮔﯿﺮي ﺷﺪ. ﺑﺮاي ﺟﻤﻊ آوري داده ﻫﺎ از ﻣﺼﺎﺣﺒﻪ ﻫﺎي ﻧﯿﻤﻪ ﺳﺎﺧﺘﺎرﯾﺎﻓﺘﻪ اﺳﺘﻔﺎده ﺷﺪ ﮐﻪ ﭘﺲ از رﺳﯿﺪن ﺑﻪ اﺷﺒﺎع ﻧﻈﺮي، ﺑﺎ اﻧﺠﺎم ﻣﺼﺎﺣﺒﻪ ﺑﺎ 35 ﻧﻔﺮ از ﻣﺴﺌﻮﻻن واﺟﺪ ﺷﺮاﯾﻂ، داده ﻫﺎي ﻻزم ﮔﺮدآوري و ﺗﺤﻠﯿﻞ ﺷﺪ. ﻣﺠﻤﻮﻋﻪ داده ﻫﺎي ﺟﻤﻊ آوري ﺷﺪه ﭘﺲ از ﻃﯽ ﻓﺮاﯾﻨﺪ ﻣﻘﺎﯾﺴﻪ ي ﻣﺴﺘﻤﺮ داده ﻫﺎ و ﮐﺪﮔﺬاري ﻫﺎي ﺑﺎز، ﻣﺤﻮري و اﻧﺘﺨﺎﺑﯽ، در ﻗﺎﻟﺐ 393 ﮐﺪ اوﻟﯿﻪ، 31 ﻣﻔﻬﻮم، 11 ﻣﻘﻮﻟﻪ و 5 ﻃﺒﻘﻪ، »ﺗﺼﻮﯾﺮ ﺷﺎﯾﺴﺘﮕﯽ ﻫﺎي ﻣﻨﺎﺑﻊ اﻧﺴﺎﻧﯽ دوﻟﺖ ﻣﺮدﻣﯽ در اﻓﻖ 1404« ﺳﺎزﻣﺎندﻫﯽ ﺷﺪﻧﺪ. اﯾﻦ ﺗﺼﻮﯾﺮ ﺑﺎ ﺗﻮﺟﻪ ﺑﻪ ﺷﺮاﯾﻂ ﻣﺤﺘﻤﻞ در ﺳﺎل ﻫﺎي آﯾﻨﺪه، ﻣﺠﻤﻮﻋﻪ وﯾﮋﮔﯽ ﻫﺎي ﺷﺨﺼﯿﺘﯽ ، ﻧﮕﺮﺷﯽ، رﻓﺘﺎري، ﻣﻬﺎرت ﻫﺎ و ﺷﺎﯾﺴﺘﮕﯽ ﻫﺎي ﻣﺪﯾﺮ و ﮐﺎرﻣﻨﺪ ﺟﻬﺎدي را ﮐﻪ ﻣﯽﮐﻮﺷﺪ ﺑﻪ ﮔﻮﻧﻪ اي اﺛﺮﺑﺨﺶ در دوﻟﺖ ﻣﺮدﻣﯽ ﻓﻌﺎﻟﯿﺖ ﮐﻨﺪ ﺗﺒﯿﯿﻦ ﻣﯽ ﻧﻤﺎﯾﺪ.
چكيده لاتين :
success of the people's government is to ensure the existence of competent and effective (desirable) employees in the country's government system. The presence of such employees can help the people's government in fulfilling its mission and in the administration of justice. Futuristic science is the systematic study of possible, probable, and desirable futures. Imagery is a creative effort to visualize, recognize, and purposefully build possible, probable, and desirable futures based on external facts, whose main purpose is to warn, or create a favorable situation. The purpose of this research is to discover the image of the most key competencies required for the development of human resources of the people's government until the horizon of 1404.Since exploring the mental world and experiences of people and extracting their attitudes requires the use of qualitative research methods, the grounded theory method was used to conduct the research. Semi-structured interviews were used to collect data, and after reaching theoretical saturation, necessary data were collected and analyzed by conducting interviews with 35 qualified officials. data set collected after the process of continuous data comparison and open, central and selective coding, in the form of 393 primary codes, 31 concepts, 11 categories and 5 classes, "image of human resources competencies of the popular government in the horizon of 1404" organization became. Considering the possible conditions in the coming years, this picture explains the set of personality, attitude, behavior, skills and competencies of the jihadi manager and employee who tries to work effectively in the people's government.
