نقش قدرت و گفتمان سياست خارجي در عصر كرونايي و پساكرونايي (مطالعه موردي چين)

The Role of Foreign Policy Power and Discourse in the Corona and Post-Corona Ages (Case Study: China)

با توجه به پديده‌ي اخير، پاندمي ويروس كرونا در جهان و تأثيرات آن بر سياست خارجي هر نظام سياسي، اين مقاله با برگرفتن ايده از رساله‌ي اصلي تحت عنوان «قدرت مولد فوكويي از منظر گفتمان و نقش آن بر سياست خارجي جمهوري اسلامي ايران» در اين مقام است كه دو مفهوم استراتژيك «قدرت و گفتمان» در سياست خارجي نظام سياسي چين مورد واكاوي قرار دهد. بررسي نقش قدرت و گفتمان سياست خارجي در عصر كرونايي و پساكرونايي (مطالعه موردي: كشور چين) مي باشد. پژوهش حاضر به روش توصيفي-تحليلي و در صدد پاسخگويي به اين پرسش است كه سياست خارجي «كشورجمهوري خلق چين چگونه توانسته است براي حصول به منافع ملي حداكثري خود در روند موضوع پاندمي ويروس كرونا از دو مفهوم قدرت و گفتمان بهره‌برداري بهينه انجام دهد؟». قدرت و دانش و اجراي يك گفتمان هژمون، براي تأسيس يك رژيم حقيقت مستقل، در نظام بين‌الملل امري ضروري است.

Given the recent phenomenon of the Corona virus pandemic in the world and its effects on the foreign policy of any political system, this article takes the idea from the main dissertation entitled "Foucault's productive power from the perspective of discourse and its role on the foreign policy of the Islamic Republic of Ir@n" in which it is a position to explore the two strategic concepts of "power and discourse" in the foreign policy of the Chinese political system. The Objective of this paper is to study the role of power and foreign policy discourse in the Corona and post-Corona eras (case study: China). The present study is descriptive-analytical and seeks to answer the question that how has foreign policy of China been able to use the two concepts of power and discourse optimally to achieve its maximum national interests in the process of the Corona virus pandemic? In this respect our hypothesis is that the power and knowledge and implementation of a hegemonic discourse is essential for the establishment of an independent truth regime in the international system.
