Investigating the Performance of Urban Management and Local Governance in the Development of Public Green Spaces (Parks) (Case Study: District 10 of Tehran Municipality)

ﭼﮑﯿﺪه: ﻫﺪف ﻋﻤﺪه ﺗﺤﻘﯿﻖ ﺣﺎﺿﺮ ﺗﺤﻠﯿﻠﯽ ﺑﺮ ﻋﻤﻠﮑﺮد ﻣﺪﯾﺮﯾﺖ ﺷﻬﺮي ﺑﺎ ﺗﺄﮐﯿﺪ ﺑﺮ ﻓﻀﺎﻫﺎي ﺳﺒﺰ ﺷﻬﺮي )ﭘﺎركﻫﺎ( ﻣﯽﺑﺎﺷﺪ. ﺳﻮال اﺻﻠﯽ ﺗﺤﻘﯿﻖ ﻋﺒﺎرت اﺳﺖ از ﻋﻤﻠﮑﺮد ﻣﺪﯾﺮﯾﺖ ﺷﻬﺮي و ﺣﺎﮐﯿﺖ ﻣﺤﻠﯽ در ﮔﺴﺘﺮش ﻓﻀﺎﻫﺎي ﺳﺒﺰ ﻋﻤﻮﻣﯽ در ﻣﻨﻄﻘﻪ 10 ﺷﻬﺮداري ﺗﻬﺮان ﭼﮕﻮﻧﻪ ﻣﯽﺑﺎﺷﺪ؟ در ﻫﻤﯿﻦ راﺳﺘﺎ ﻓﺮﺿﯿﻪ ﺗﺤﻘﯿﻖ ﻋﺒﺎرت اﺳﺖ از ﻋﻤﻠﮑﺮد ﻣﺪﯾﺮﯾﺖ ﺷﻬﺮي و ﺣﺎﮐﯿﺖ ﻣﺤﻠﯽ در ﮔﺴﺘﺮش ﻓﻀﺎﻫﺎي ﺳﺒﺰ ﻋﻤﻮﻣﯽ در ﻣﻨﻄﻘﻪ 10 ﺷﻬﺮداري ﺗﻬﺮان ﻣﻨﺎﺳﺐ ﻧﻤﯽﺑﺎﺷﺪ. ﭘﺮﺳﺶ ﻧﺎﻣﻪ-اي ﺑﺮ اﺳﺎس ﻣﺒﺎﻧﯽ ﻧﻈﺮي و ﭘﯿﺸﻨﯿﻪ ﺗﺤﻘﯿﻖ ﺗﻬﯿﻪ ﮔﺮدﯾﺪ و ﺑﺎ اﺳﺘﻔﺎده از ﻣﺪلﻫﺎي آﻣﺎري ﺗﯽﺗﮏ ﻧﻤﻮﻧﻪاي و ﺿﺮﯾﺐ ﻫﻤﺒﺴﺘﮕﯽ ﭘﯿﺮﺳﻮن ﺑﺮرﺳﯽ و ﺗﺤﻠﯿﻞ ﻧﻬﺎﯾﯽ ﯾﺎﻓﺘﻪﻫﺎ ﺻﻮرت ﮔﺮﻓﺖ. ﻧﺘﺎﯾﺞ ﺣﺎﺻﻞ از ﺗﺤﻠﯿﻞﻫﺎي ﮐﻤﯽ و ﮐﯿﻔﯽ ﻓﻀﺎي ﺳﺒﺰ ﻣﻨﻄﻘﻪ، ﺑﯿﺎﻧﮕﺮ آن اﺳﺖ ﮐﻪ ﮐﻤﺒﻮد ﺷﺪﯾﺪ ﻓﻀﺎي ﺳﺒﺰ در آن ﻣﺤﺴﻮس و اﯾﻦ ﻣﻬﻢ ﻧﺸﺎندﻫﻨﺪه ﻋﻤﻠﮑﺮد ﻧﺎﻣﻄﻠﻮب ﻣﺪﯾﺮﯾﺖ ﺷﻬﺮي در ﺗﻤﺎﻣﯽ ﺷﺎﺧﺺﻫﺎي ﻣﻮرد ﺑﺮرﺳﯽ ﺑﻮده و ﻻزم اﺳﺖ ﻓﻀﺎي ﺳﺒﺰ ﺷﻬﺮي و ﮐﺎرﮐﺮدﻫﺎي ﻓﻀﺎﯾﯽ- ﻣﮑﺎﻧﯽ آن در ﻣﻨﻄﻘﻪ ﻣﻮرد ﺑﺎزﺑﯿﻨﯽ و اﺻﻼح ﻗﺮار ﮔﯿﺮد.

The purpose of this study is to analyze the performance of urban management with an emphasis on urban green spaces (parks). The main question of the research includes: How is the performance of urban management and local governance in the development of public green spaces in district 10 of Tehran municipality? ‌The findings show the performance of urban management and local government in the expansion of public green spaces in district 10 of Tehran municipality is not suitable. A questionnaire was prepared based on the theoretical foundations and background of the research and the final analysis and analysis of the findings were performed using the statistical models of the sample and Pearson correlation coefficient. The results of quantitative and qualitative analysis of green space in the region indicate that a severe shortage of green space is felt in it. It is an important indicator of poor performance of urban management in all indicators. It is necessary for urban green space and its spatial-spatial functions in the region to be reviewed and amended.
