رتبه بندي عوامل موثر بر ارزيابي عملكرد مالي و عملياتي برنامه ها با استفاده از تكنيك فرآيند تحليل سلسله مراتبي

Ranking the factors affecting the evaluation of financial and operational performance of programs using the technique of hierarchical analysis process

يكي از جنبه هاي مهم و تاثير گذار بر ساختار جوامع در حال توسعه كه همراه با ساير ابعاد جامعه از جمله سياسي، اجتماعي و فرهنگي روند رشد و توسعه را تحت تاثير قرار مي‌دهد، منابع مالي و بودجه‌‌اي در اختيار دولت ها است. لذا مديريت بهينه‌ي منابع مالي و بودجه‌اي از پيشفرض هاي اساسي در امر توسعه و ارتقاء عملكرد مالي و عملياتي برنامه هاي پيش‌بيني شده به شمار مي‌رود و ميزان توفيق دولت‌ها در انجام اين امر از طريق روشهاي دقيق ارزيابي عملكرد مالي و عملياتي ميسر مي‌گردد. در اين تحقيق با عنوان "رتبه بندي عوامل مؤثر بر ارزيابي عملكرد مالي و عملياتي برنامه‌ها با استفاده از تكنيك فرآيند سلسله مراتبي" به شناسايي و رتبه بندي اين عوامل در وزارت فرهنگ و ارشاد اسلامي پرداخته شده و نتايج آن در قالب عوامل هشتگانه مدل طراحي شده، ارائه گرديده است. جامعه آماري 187 و حجم نمونه 125 نفر مي‌باشد. نتايج حاصله بيانگر اين مطلب است كه از بين عوامل هشتگانه مؤثر بر ارزيابي عملكرد مالي و عملياتي برنامه‌ها، عامل تدوين خط مشي و برنامه با 9 مؤلفه بالاترين و عامل فرآيند هاي داخلي با 3 مؤلفه داراي پايينترين درجه‌ي اهميت است.

One of the most important and influential aspects of the structure of developing societies, which together with other dimensions of society, including political, social and cultural, affects the process of growth and development, is the financial resources and budgets available to governments. Is. Therefore, the optimal management of financial resources and budgets is one of the basic presuppositions in the development and promotion of financial and operational performance of the envisaged programs, and the degree of success of governments in doing so through accurate evaluation methods. Financial and operational performance is possible. In this study, entitled "Ranking of factors affecting the evaluation of financial and operational performance of programs using the hierarchical process technique" to identify and rank these factors in the Ministry of Culture and Islamic Guidance and its results in the form of eight model factors Designed, presented. The statistical population is 187 and the sample size is 125 people. The results indicate that among the eight factors affecting the evaluation of financial and operational performance of programs, the policy-making and program factor with 9 components is the highest and the internal processes factor with 3 components is the lowest.
