مدل سازي اجراي اقتضايي خصوصي سازي با رويكرد استنتاج فازي (مورد مطالعه: راه آهن جمهوري اسلامي ايران)

Modeling the contingency implementation of privatization with fuzzy inference approach (Case study: Railways of the Islamic Republic of Iran)

باتوجه به مواد مندرج در فصل دوم اصل44 و تعيين سهم بخش هاي مختلف فعاليت هاي اقتصادي، اين تحقيق با هدف تدوين روش اجراي نظامند اصل فوق و عطف به مواد مندرج در قانون مذكور، درصدد ارائه مدل خصوصي سازي بصورت مطالعه موردي در شركت راه آهن ج.ا.ا .(اشاره شده در بندهاي ماده3 اصل 44) بر اساس رويكرد اسنتاج فازي برامده است. پژوهش حاضر از نظر هدف كاربردي و براساس ماهيت و روش، يك پژوهش توصيفي- پيمايشي بود. جامعه آماري اين پژوهش گروه اساتيد دانشگاهي، متخصصين، مديران و خبرگان آشنا به حوزه صنعت ريلي و راه آهن بودند و حجم نمونه براساس روش زنجيره‌اي يا گلوله برفي، 10 نفر انتخاب شدند. تجزيه و تحليل داده ها نيز با استفاده از رويكرد استنتاج فازي به كمك نرم افزار متلب انجام شد. نتايج نشان داد كه مطلوب ترين روش براي خصوصي سازي در راه آهن روش پيمان مديريت است كه ميزان مطلوبيت آن برابر با 0/859 بود كه در اين روش عامل فرهنگي مؤثرترين مؤلفه و عامل اقتصادي كم تاثيرترين مؤلفه ارزيابي شدند. از طرفي روش هاي عرضه سهام به عموم (0/822) با اولويت عامل سياسي و قانوني و روش پيمان سپاري (0/810) با اولويت عامل اطلاعاتي در رتبه هاي بعدي قرار داشتند. همچنين كمترين مطلوبيت براي روش تجزيه واحدهاي بزرگتر به واحدهاي كوچكتر با مقدار 0/608 به دست آمد. بنابراين لازم است تا مديران صنعت ريلي در روش هاي خصوصي سازي با توجه به اقتضائات حاكم بر اين صنعت از بهترين روش استفاده نمايند.

The aim of this study is to develop a systematic implementation method of Article 44 and to turn to the materials mentioned in the above principle, to provide a privatization model as a case study in the IRA Railway Company based on the fuzzy inference approach. The present study was a descriptive-survey research in terms of applied purpose and based on its nature and method. The statistical population of this study was a group of university professors, specialists, managers and experts familiar with the field of railway and railway industry and the sample size was selected based on the chain method or snowball, 10 people. Data analysis was performed using fuzzy inference approach using MATLAB software. The results showed that the most desirable method for privatization in railways is the management contract method, the desirability of which was equal to 0.859, in which the cultural factor was the most effective component and the economic factor was the least effective component. On the other hand, the methods of offering shares to the public (0.822) with the priority of political and legal factor and the contracting method (0.810) with the priority of information factor were in the next ranks. Also, the lowest desirability was obtained for the method of decomposing larger units into smaller units with a value of 0.608. Therefore, it is necessary for the managers of the railway industry to use the best method in privatization methods according to the requirements of this industry.
