مروري بر منع خشونت عليه زنان در كنفرانس‌هاي جهاني ملل متحد راجع به مسائل زنان: روايت بيم‌ها و اميدها

A Review of the Prohibition of Violence against Women in the UN World Conferences regarding Women Issues: The Narration of Fears and Hopes

كنفرانس‌هاي جهاني ملل متحد در زمينه مسائل زنان از ميانه دهه هشتاد ميلادي به اين‌سو، هم نمايانگر اهتمام ويژه جامعه بين‌المللي به حقوق و جايگاه زنان و اهميت آن براي جهاني بهترند و هم بستري براي تقويت وضعيت و ارتقاي حقوق بشري بانوان به‌شمار مي‌روند. اسناد اين كنفرانس‌ها، به‌رغم ماهيت غيرالزام‌آور خود از لحاظ حقوقي، تجلي‌گاه اتفاق نظر بين‌المللي در زمينه موضوعات مورد بحث خود و دست‌كم در كليات هستند. سازمان‌دهنده اوليه اين كنفرانس‌ها، كميسيون مقام زن بوده است. اين كميسيون، افزون بر ديگر فعاليت‌هاي خود در چارچوب رسالت خويش يعني برابري جنسيتي و پيشرفت زنان، به سازماندهي كنفرانس‌هاي جهاني زنان دست زده است. اين كنفرانس‌ها، محمل و محفلي براي مباحثه سياست‌گذاران و ديگر طرف‌هاي ذينفع در مسائل زنان راجع به چالش‌هاي جاري، تعيين اهداف و طراحي برنامه‌هاي اقدام و بررسي پيشرفت‌هاي حاصل‌شده در اجراي برنامه‌هاي كنفرانس‌هاي پيشين فراهم آورده‌اند. ما در اين مقاله، به شيوه توصيفي-تحليلي در صدد آنيم تا مروري بر منع خشونت عليه زنان در كنفرانس‌هاي جهاني ملل متحد راجع به مسائل زنان داشته باشيم. افزون بر اين، نظر به اهميت كنفرانس حقوق بشر وين (1993) در اين زمينه، نگاهي نيز به اين كنفرانس خواهيم افكند. به نظر مي‌رسد كه به‌رغم بيم‌هاي بسياري كه در تحقق آرزوها و برنامه‌هاي مطرح در اين كنفرانس‌ها در مسير پيشگيري و پيكار با خشونت عليه زنان وجود دارند، مي‌توان و مي‌بايست به پيشروي نوع بشر به سوي شناسايي و اجراي حقوق بشر زنان و پاسداشت كرامت برابر انساني زنان و مردان در جهاني عاري از خشونت عليه بانوان اميدوار بود.

UN world conferences on women issues since mid-1980s, both are the demonstration of the international community's seriousness toward rights and status of women and its significance for a better world and a ground for improving the status and promotion of women's human rights. The Documents of these conferences, despite their non-binding legal nature, are the manifestation of international consensus as to their subjects and at least in the general remarks. The main organizer of these conferences has been the Commission on the Status of Women. This Commission, in addition to its other activities in the framework of its mandate e.g. gender equality and progress of women, has organized the world conferences. These conferences, have provided the base and circle for the discussions of policy-makers and other beneficiaries in women issues as to current challenges, determining the objectives and designing the plans of action and examining the progress made in the implementation of the previous conferences' programs. In this article, through a descriptive-analytic method, we seek to review the prohibition of violence against women in the UN world conferences on women issues. It appears that despite the fact that there are many fears in the realization of wishes and programs of these conferences in preventing and combating VAW, we can and should be hopeful in progress of human being toward the recognition and enforcements of women's human rights and preservation of equal human dignity of women and men in a world free from VAW.
