مطالعه تطبيقي ديدگاه هاي مسئولان حوزه مبارزه با مواد مخدر در برخي حوزه هاي مرتبط با سياست هاي كلي نظام

A comparative study of the views of anti-narcotics officials in some areas related to the general policies of the system

زمينه و هدف: در اين پژوهش، ديدگاه هاي مسوولان و دست اندركاران حوزه مبارزه با مواد مخدر با توجه به سياست هاي كلي نظام مورد تحليل قرار رفت. روش: اين تحقيق از نظر هدف،كاربردي است؛ و با رويكرد تطبيقي مي باشد و از جنبه ماهيت داراي ماهيت توصيفي تحليلي با اتكا به روش آميخته و بهره گيري از روش هاي كمي و كيفي است به نحوي كه هم از روش كتابخانه ايي و اسنادي و هم از روش پيمايش و بهره گيري از پرسشنامه و هم از روش مصاحبه عميق به شيوه دلفي استفاده شده است. جامعه آماري تحقيق شامل 82 نفر از صاحبنظران و كارشناسان ارشد پليس مبارزه با مواد مخدر ناجا، ستاد مبارزه با مواد مخدر رياست جمهوري و قوه قضائيه است كه به علت در دسترس بودن همگي آنان به عنوان نمونه آماري لحاظ گرديدند. يافته ها: يافته­هاي تحقيق حاكي از تاثير بازيگران، فرايند و محيط خط مشي گذاري در اجراي سياست­هاي كلي نظام در سه حوزه مقابله، ساختاري و پيشگيري دارند. نتيجه گيري: زيرمقوله هاي هر مقوله بر اساس نظر صاحب نظران استخراج و يك مدل ارائه گرديد.

Background and Aim: In this study, the views of officials and stakeholders in the field of counternarcotics were analyzed according to the general policies of the system. Method: This research is applied in terms of purpose; an‎d with a comparative approach and in terms of nature has a descriptive-analytical nature relying on the mixed method and using quantitative and qualitative methods so that both the library and documentary methods and the survey method and using the questionnaire and The Delphi in-depth interview method has also been used. The statistical population of the study includes 82 experts and senior experts of the NAJA Anti-Narcotics Police, the Presidential Anti-Narcotics Headquarters and the Judiciary, all of whom were included as statistical samples due to their availability. Results:The research findings indicate the impact of actors, process and policy environment in the implementation of general policies of the system in three areas of coping, structural and prevention. Conclusion: The subcategories of each category were extracted based on the opinions of experts and a model was presented.
