اولويت‌بندي متغيرهاي مؤثر بر مشاركت شهروندان در برنامه‌ريزي توسعه محله‌اي نه دره مشهد

Prioritize the variables affecting the participation of citizens in planning the development of the nine-valley neighborhood of Mashhad

يكي از موضوعات مهم محلات مي باشند كه به عنوان كوچكترين واحد برنامه ريزي درنظر گرفته شده است. براي رسيدن به اهداف توسعه مطلوب، مشاركت شهروندان يكي از ملزومات شهري مي باشد. همچنين مشاركت در فرآيندهاي تصميم گيري و تصميم سازي به عوامل مختلفي با درجات مختلفي از اثرگذاري بستگي دارد. اين پژوهش با هدف اولويت‌بندي متغيرهاي مؤثر بر مشاركت شهروندان در برنامه‌ريزي توسعه محله‌اي نه دره واقع در شهر مشهد انجام شده است.روش انجام پژوهش از نظر هدف كاربردي، از نظر ماهيت پيمايشي و از نظر ماهيت داده ها از نوع كمي است. جامعه آماري شامل ساكنان محله نه دره شهر مشهد و با استفاده از فرمول كوكران براساس جمعيت 27000 نفري، حجم نمونه 378 نفر محاسبه و با روش نمونه‌گيري تصادفي ‌تكميل شده است. پايايي و روايي پرسشنامه نيز با استفاده از روش اعتبار صوري و آلفاي كرونباخ براي متغيرهاي تحقيق مورد بررسي قرارگرفته است. داده‌ها با استفاده از نرم‌افزار SPSS و تحليل‌آماري استنباطي آزمون فريدمن براي اولويت‌بندي متغيرهاي مؤثر بر مشاركت شهروندان تجزيه‌وتحليل شده است. نتايج آزمون بيانگر معني‌دار بودن ميانگين رتبه‌هاي متغيرهاي سنجيده با اطمينان 0/99 درصد و در سطح خطاي كمتر از 0/01 درصد است. هم چنين نتايج بدست آمده با استفاده از آزمون F نشان از اولويت‌بندي متغيرهاي مشاركت شهروندان به شكل زير است: مؤلفه تمايل به انجام فعاليت‌هاي مختلف رتبه اول، هزينه‌هاي اقتصادي رتبه دوم، آگاهي و نظارت رتبه سوم، مشاركت رتبه چهارم، نگرش به مشاركت رتبه پنجم قرار دارد.

One of the most important issues is the neighborhoods, which is considered as the smallest planning unit. To achieve the desired development goals, citizen participation is one of the urban requirements. Participation in decision-making and decision-making processes also depends on different factors with different degrees of effectiveness. This research has been conducted with the aim of prioritizing the variables affecting citizens' participation in planning the development of Neh Darreh neighborhood located in Mashhad. The research method is applied in terms of purpose, survey in terms of nature and quantitative in terms of data nature. The statistical population includes the residents of Nah Darreh neighborhood of Mashhad and using Cochran's formula based on a population of 27٬000 people, the sample size of 378 people has been calculated and completed by random sampling method. The reliability and validity of the questionnaire were examined using face validity and Cronbach's alpha for research variables. Data were analyzed using SPSS software and inferential statistical analysis of Friedman test to prioritize variables affecting citizen participation. The test results show that the mean rankings of the measured variables are significant with 0٫99٪ confidence and less than 0٫01٪ at the error level. Also, the results obtained using the F test show the prioritization of citizen participation variables as follows: the component of willingness to perform various activities in the first place, economic costs in the second place, awareness and supervision in the third place, participation in the fourth place, attitude to participation in the fifth place contract.
