فناوري‌هاي نوين، فضايي را به وجود آورده است به نام فضاي سايبر. اين فضا مجازي نيست بلكه كاملاً واقعي است و انسان همه پديده‌هاي فضاي واقعي زندگي خود را در اين فضا شبيه‌سازي كرده است. اين فضا افراد و بازيگران بين‌المللي را با يكديگر همراه مي‌كند و ساختارهاي سياسي و اقتصادي را با ماهيت سايبري و بدون هيچ فاصله جغرافيايي در كنار يكديگر قرار مي‌دهد به‌طوري‌كه كشورها، سازمان‌هاي بين دولتي و چندمليتي بدون هيچ واسطه، مرز، با يكديگر تعامل مي‌كنند. درواقع به‌نوعي شاهد هژموني فضاي سايبر بر همه ابعاد زندگي بشر هستيم. اين پژوهش مفهوم قدرت در فضاي سايبر را در فضاي بين‌المللي تبيين مي‌كند. با توجه به اهميت قدرت اجتماعي در قدرت ملي و فضاي سايبر كه به‌مثابه قلمرويي در نظام جهاني سر درآورده است. اين نوشتار بر آن است كه با روش تحقيق قياسي و در چهارچوب روش‌شناسي توصيفي تحليلي متغيير هايي نوشتار به آزمايش بگذارد و.برخلاف نظريه‌هاي رايج در علوم اجتماعي، دولت، جامعه يك صورت‌بندي اجتماعي را به‌عنوان واحد تحليل در نظر نمي‌گيرد بلكه نشان مي دهد كه كشورهاي توسعه يافته داراي فناوري به كمك بهره گيري از فضاي سايبر بستر اعمال قدرت اجتماعي خود را به صورت نرم با كمك نظريه كاشت بر كشورهايي كه توسعه نيافته اند اعمال مي كنند.
